In order to facilitate collaboration between industry and the universities, specifically on research outcomes, the HR Think Tank in collaboration with PPS hosted a dialogue session to identify how we can forge a partnership and address any challenges. During the session members from academia and industry discussed current academic research trends and the relevance thereof in addressing the specific needs of the world of work.

Thank you to all the HR Think Tank members and representatives from the universities and industry who made the session a success. A special thank you to Masenyane Molefe for your input and contribution and to PPS for hosting the session.

WHERE IS GENDER EQUALITY ON YOUR AGENDA?

As part of the HR Think Tank’s focus areas, we aim to shed some light on gender equality in the workplace. The issue of women in leadership should become much more than just women forums and a leadership talk on Woman’s Day.

In 2018 women accounted for 33.8% of top managers in the public sector and only for 21.6% in the private sector. Similarly, a higher share of senior managers in the public sector is female (33%) compared to the private sector (21.6%) (KR Research, Human Capital and Labour Report: South Africa).

Join us for a panel discussion where we aim to bring key players to the table around the need for a critical conversation on this issue. Our panel of experts will share some insights on creating the right conditions to move the needle on our current statistics and creating organisations that promote equality at all levels.

Riding the waves but not making any progress...

One of the major observations in the recent 2019 report of the Global Talent Competitiveness Index (GTCI), presented at Davos on 21 January, is that the gap on talent competitiveness between prosperous countries and middle-lower income countries is widening.

Launched in 2013, the GTCI now allows analysis of trends over time. Over these years, the top ten countries in the world (Switzerland, Singapore, the US and all the Nordic countries) have maintained their rankings with limited change. In absolute terms, they have strengthened their talent capabilities substantially as they tackle the massive challenges of transition to a digital society where AI and robotics are transforming work, careers and life.Meanwhile many emerging countries have slipped in the ranking and in absolute figures – notably Brazil which fell from rank #51 to #62 over these six years. Also South Africa, falling from 63 to 71 out of 125 countries this last year, and declining sixteen places from 55 over six years.

Professor Paul Evans from INSEAD and founding academic director of the GTCI has prepared a special commentary on how SA is doing in terms of talent competitiveness.

As the HR Think Tank continues to strive to improve South Africa’s talent competitiveness through targeted research and interventions in key areas we would like to highlight the progress we have made in 2018.

We have worked towards our goal of improving South Africa’s ranking on the Global Talent Competitiveness Index (GTCI) by focusing on these five key areas: Business/Government/ Labour Relationships, Education & Development, Gender Equality, Labour Productivity and Vocational/Technical Skills.

In 2019 we will continue to fulfil our commitment to help shape and influence policy and the broader challenges facing HR and labour. We will carry on, with the support of our members, to pursue the conditions for people to reach their potential in the world of work and ultimately shift our country’s trajectory.

White Paper: The Jobs Summit - An analysis and critique with counter proposals


On the back of the recent much publicised Jobs Summit, the HR Think Tank has undertaken a review of the Framework Agreement resulting from the summit. The summit certainly signified a step in the right direction in that it sought, at least in theory, to establish greater partnership between government and business toward increasing employment growth. However, the HR Think Tank is of the view that the framework agreement replicates the same approach to job creation taken thus far, with government taking centre stage, both dictating most courses of action and making itself responsible for carrying out most of the initiatives agreed upon.


The following paper includes a brief summary of the over 70 initiatives or strategies outlined in the jobs summit framework agreement, as well as commentary, and concludes with an overall evaluation and some counter proposals.

Spotlight 8: South African industrial relations: cooperation in place of conflict

Industrial relations in South Africa are particularly fraught. The country is ranked worst in the world on cooperation in labour-employer relations by the World Economic Forum.

Further, relations seem to be worsening. The latest Industrial Action Report released by the Department of Labour in July shows that strike incidents increased by 8% to 132 between 2016 and 2017. Last year witnessed the highest number of strikes since the department began monitoring their frequency.
