CABRI félicite M. Rodrigue Chaou pour sa nomination au sein du gouvernement du Bénin en qualité de Ministre délégué chargé du Budget et de la Fonction publique.

Cette nomination est une reconnaissance bien méritée de son engagement envers l'excellence budgétaire et de son leadership transformateur en matière de gestion des finances publiques.

M. Chaou est un ancien membre élu du Comité directeur de CABRI et autorisant pour notre programme phare "Renforcer les compétences en finances publiques".

En tant qu'ancien directeur général du budget, M. Chaou a déjà œuvré pour la transparence budgétaire et la participation citoyenne, contribuant ainsi à faire du Bénin un chef de file régional en matière de gouvernement ouvert.

M. Chaou, votre parcours à ce poste de haut niveau, est une source d'inspiration pour les fonctionnaires de tout le continent.

𝐇𝐨𝐭 𝐨𝐟𝐟 𝐭𝐡𝐞 𝐩𝐫𝐞𝐬𝐬 - 𝐂𝐀𝐁𝐑𝐈 𝐩𝐮𝐛𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧

In March, CABRI organised a regional peer-learning and exchange workshop in Kigali, Rwanda, on ‘Digital PFM in Action: Digital tools for transparent, inclusive and resilient public finance in Africa’.

This Policy Brief begins by examining emerging digital PFM trends, challenges and trade-offs, including limited interoperability and the experimental role of artificial intelligence (AI). Country experiences from Kenya (REFORMiS), Rwanda (IFMIS integration) and Liberia (Development Dashboard) are presented as examples of homegrown and integrated solutions. It also addresses digital PFM for social sectors, arguing that strengthening accountability in health, education and social protection requires systems that track budgets against service delivery outcomes. It highlights the role of civil society in digital accountability, emphasising hybrid approaches that bridge the digital divide.

We are honored to be on the ground in the Kingdom of Eswatini this week for a high-level official mission. As CABRI continues to expand its network of excellence, we are engaging with Eswatini's leadership to explore the transformative benefits of joining the CABRI family. From enhancing PFM reforms to fostering regional collaboration, our goal is to welcome Eswatini into a workspace where African finance professionals solve African challenges together.

Today, Dr Kay Brown, Executive Secretary of CABRI, accompanied by Winnie Mageto, Programme Manager in the Public Finance Division, met with Minister for Finance Honourable Neal Herman Rijkenberg (MP) and Mr Vusi Dlamini, Principal Secretary at the Ministry of Finance. The CABRI delegation also met with officials from the Ministry of Finance.

CABRI’s Policy Dialogue on ‘Enhancing value for money in agricultural value chains through strengthened public financial management (PFM) systems across Africa’, brought together a variety of ministries, including those responsible for finance, budgeting, planning, agriculture, and employment. Through a combination of research, peer-learning and exchange, the dialogue showcased emerging best practices and innovative solutions to help overcome the barriers facing youth in agriculture and agrifood systems.

This policy brief summarises the discussions and recommendations that emerged from the dialogue regarding the strengthening of planning and budgeting processes to support the development of climate-resilient agri-food systems. It also looks at how public policy can help create employment and agri-entrepreneurship opportunities for youth and women, in line with the African Union's Agenda 2063 and the Comprehensive Africa Agriculture Development Programme (CAADP).

Last year, CABRI held a Policy Dialogue under the theme: 'Enhancing value for money in agricultural value chains through strengthened public financial management (PFM) systems across Africa'. The dialogue brought together officials from ministries, including finance, budgeting, planning, agriculture, and employment, and sought to address the nexus between agricultural value chains, climate change, and youth employment for sustainable and resilient development.

A case study on '𝘗𝘭𝘢𝘯𝘯𝘪𝘯𝘨 𝘢𝘯𝘥 𝘉𝘶𝘥𝘨𝘦𝘵𝘪𝘯𝘨 𝘧𝘰𝘳 𝘈𝘨𝘳𝘪𝘤𝘶𝘭𝘵𝘶𝘳𝘦 𝘝𝘢𝘭𝘶𝘦 𝘊𝘩𝘢𝘪𝘯𝘴 𝘪𝘯 𝘒𝘦𝘯𝘺𝘢' was developed. Africa is moving away from a time when Public Financial Management relied on paper trails, manual systems, and vast amounts of data for decision-making, towards a future powered by digital PFM. Today, technology, data, and innovation are strengthening transparency, improving oversight, and informing smarter development decisions.

CABRI’s two-day Regional Peer-Learning and Exchange Workshop, held in Kigali, Rwanda explored the theme “𝘋𝘪𝘨𝘪𝘵𝘢𝘭 𝘗𝘍𝘔 𝘪𝘯 𝘈𝘤𝘵𝘪𝘰𝘯: 𝘋𝘪𝘨𝘪𝘵𝘢𝘭 𝘛𝘰𝘰𝘭𝘴 𝘧𝘰𝘳 𝘛𝘳𝘢𝘯𝘴𝘱𝘢𝘳𝘦𝘯𝘵, 𝘐𝘯𝘤𝘭𝘶𝘴𝘪𝘷𝘦, 𝘢𝘯𝘥 𝘙𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘵 𝘗𝘶𝘣𝘭𝘪𝘤 𝘍𝘪𝘯𝘢𝘯𝘤𝘦.” It offered participants peer learning, country stories, and interactive panels to demonstrate how digital reforms can strengthen accountability, effectiveness, and inclusive growth.

A travers l'Afrique francophone, les ministères des Finances jugent qu'un système de finances publiques efficace repose sur un développement planifié et un contrôle centralisé exercé par un Trésor fort. On observe des similitudes dans les processus de réforme de la gestion numérique des finances publiques (GFPn) en Occident, du fait de leur appartenance à l'Union économique et monétaire ouest-africaine (UEMOA).

Mr Kipkorir Biegon, Senior Programmes Officer: Research and Innovation Lead at Bajeti Hub, was one of the speakers at the Regional Peer-Learning and Exchange workshop held in Kigali, Rwanda, in March. In his session, Mr Biegon discussed civil society and digital accountability. He explained how Civil Society Organisations (CSOs) can strengthen citizen oversight and trust in public finance systems.
