EMERGING CONTRACTORS – CIDB GRADES 1 TO 5
Applications are hereby invited for participation in the SEDA Construction Incubator. The SEDA Construction Incubator (SCI) is
an initiative of Seda Technology Programme. The formation of the incubator emanates from a need for support of emerging
contractors operating their businesses within the boundaries of O.R. Tambo District Municipality. Small companies in the
construction sector often reach the ceiling early in their development because they are unable to develop their business beyond
the survival stage mainly due to managerial and operational constraints.
• Be a permanent resident of O.R. Tambo District Municipality;
• Be prepared to operate the business under the Incubator for a period of 3 years;
• Have a registered business with the Companies and Intellectual properties Commission (CIPC);
• Be registered with SARS and have a Valid tax certificate;
• Have the ability to read and write English;
• Active CIDB status with the following classes of ranks; CE, EB,EP,GB and ME.
BASED ON THIS NEED THE INCUBATOR WAS FORMED TO:
• Identify emerging contractors within the O.R. Tambo District Municipality area who have demonstrated potential to
develop into formidable entity by achieving a financial grade 1 or higher registration on the CIDB register of
contractors.
• Provide office space for contractors that qualify to be participants in the incubator as well as the following;
• Provide business support services including business administration, financial management and technical support, as
well as generic business administration, HR management and statutory compliance.
- Programming and Resource Scheduling
- Cash Flow Forecasting
- Working Capital Financing Finalisation
- Site Administration Systems Development, including budget and actual cost reporting
- Quality Control Measures
- Work Measurements and Payment Certification
- Claims for Variations and Extras
- Management of sub-contractors
- General business Administration
• To date the incubator supports over 250 emerging contractors and would like to extend an invitation to contractors with
grade one and above as per CIDB financial grading residing within the boundaries of O.R. Tambo District
Municipality
Note: This invitation does not guarantee inclusion in the programme, only contractors who meet SCI’s selection criteria will be
appointed to the programme and only a limited number of contractors will be selected due to limited space.

The formation of the incubator emanates from a need for support of emerging contractors operating their businesses within the boundaries of the Nelson Mandela Bay Municipality who have demonstrated potential to develop into formidable entities. Small companies in the construction sector often reach the ceiling early in their development because they are unable to develop their business beyond the survival stage mainly due to managerial and operational constraints.

BASED ON THIS NEED THE INCUBATOR OFFERS TO:

• Provide training in NQF level 2 disciplines.
• Provide business support services including business administration, financial management and technical support, as well as generic business administration, HR management and statutory compliance.
• Provide access to construction & business related software programmes.
• Access to construction & business management mentors.

CRITERIA FOR ACCEPTENCE ON THE PROGRAMME

• CIPC Registered Company.
• Valid Company Tax Clearance.
• Grade 1 & 2 Cidb register on the following classes of works (CE, GB, and SQ).
• Must have South African Identity document.

To date the incubator national supports over 132 emerging contractors and would like to extend an invitation to contractors with grade one and two as per CIDB financial grading residing within the boundaries of Nelson Mandela Bay Municipality and surrounding areas.

Note: This invitation does not guarantee inclusion in the programme, only contractors who meet SCI’s selection criteria will be appointed to the programme and only a limited number of contractors will be selected due to limited space.
