Many people are asking us what the difference between the new QCTO system and the older SASSETA (unit standards / legacy) system of training are. Besides the fact that older legacy unit standards last date of enrollment as announced by SASSETA is 30 June 2026, with no new enrollments on this system being allowed after June 2026, below is a quick synopsis to answer that question:
Key Benefits of QCTO over older unit standard approach
1️⃣ Occupational Qualification = Higher Credibility
QCTO qualifications:
Are full occupational qualifications
Designed with industry input
Include knowledge + practical + workplace components
Require external summative assessment
Older unit standards:
Often fragmented
Could be achieved without structured workplace integration
Less aligned to modern occupational frameworks
👉 For close protection, QCTO gives you a complete professional qualification, not just a skills programme.
2️⃣ Stronger National & International Positioning
QCTO qualifications:
Registered on the NQF
Structured like global vocational systems
Easier to benchmark internationally
3️⃣ External Integrated Assessment
Under QCTO:
Final assessment is done by an external Assessment Quality Partner (AQP)
Standardized national exam
Stronger quality control
Previous system:
Providers often assessed internally
Less rigorous national standardization
Thus, the new QCTO system increases
Credibility
Defensibility
Professional standing
4️⃣ Future-Proofing
Government policy direction is clear:
Legacy unit standards are being phased out
Occupational qualifications are the future
QCTO = long-term sustainability
Legacy qualifications = potentially outdated
5️⃣ Employer Confidence
Employers increasingly prefer:
Structured occupational qualifications
Verified workplace competence
External assessment proof
For close protection the QCTO Close Protector qualification is replacing the older legacy unit standards with the older legacy qualifications last date of enrollment being June 2026.
MOSSC is fully accredited by the QCTO and other international accreditation bodies to offer close protection programmes that are fully compliant with national regulatory requirements and meeting the highest international standards.
