Is your vehicle roadworthy?

When last have you considered the condition of your vehicle? Checking your tyre pressure and changing the oil regularly simply isn't enough to ensure the safety and protection of your vehicle, its passengers or other road users.

By law, any vehicle operating on South African public roads must be deemed “road worthy” by an official private or public testing station. The responsibility of scheduling and taking a vehicle in for this test rests solely on each individual vehicle owner.

The roadworthiness test

The roadworthiness test involves checking your vehicle's documentation and identification, electrical systems, fittings and safety equipment - such as mirrors and safety belts - brakes, suspension, steering, engine, exhaust system, transmission, and vehicle dimensions. Where and how to obtain a roadworthiness certificate

The first step is to locate a vehicle testing centre near you. You will need to produce all your vehicle's official documents, including its registration certificate. Next, simply pay the required fee and follow the instructions of the officials at the vehicle testing centre.

For your safety

Always inspect your vehicle very carefully before going on a long trip. In particular, you need to make sure that your car's brakes and lights are in perfect working order - including the back, front and brake lights. Also, be sure to check your windscreen wipers, tyres, and brake fluid on a regular basis. It's as easy as that to help increase the safety on our roads!

About changing owner or titleholder particulars for a vehicle

Any changes to the particulars of the vehicle owner or titleholder must be communicated to the appropriate registering authority within 21 days after such change. Use the notification of change of address or particulars of person or organisation (NCP) form.

When you sell your vehicle, you must notify your registering authority on the Notification of change of ownership/Sale of motor vehicle (NCO) form. The new owner must register the car in their name.

What you should do

Go to your nearest registering authority.
If you are changing your address, you must take along the following:
A copy of your identity (ID) document if you are a South African citizen. If you are a foreign citizen, you must bring both the original and certified copy of your ID issued by your country of origin and your temporary residence permit.
Proof of the new residential address.
If you are a South African citizen, you must complete and submit form NCP only. If you are a foreign citizen, you must complete the NCP form and the Notice in respect of traffic register number (ANR) form.
If you are selling the vehicle:
The seller must complete the NCO form and submit it to their registering authority.
The seller must hand over the registration certificate to the buyer.
The buyer must complete the Application for registration and licencing of motor vehicle form (RLV) for submission.
The buyer must submit the vehicle registration certificate, if the vehicle was registered in South Africa
Provide a mass measuring certificate if the vehicle’s tare was changed.
The buyer of the vehicle must submit the forms at the registering authority within 21 days of buying the vehicle, along with the registration form obtained from the seller and the vehicle must go for a roadworthy test again (it is the responsibility of the buyer to ensure that the vehicle is roadworthy).
If the vehicle is registered under a company, you must also submit a certificate of incorporation or name change as issued in terms of the Companies Act or a founding statement.
The registering authority assesses your application and you must pay the fees as prescribed by your province.
If required by the registering authority you will have to provide proof of the right to be registered as the titleholder of the motor vehicle concerned, e.g. an invoice or a sales agreement. If you do not have that, phone your nearest call centre or registering authority to establish whether they accept or require any other document as proof.

What you should do

vehicle’s registration certificate
identity document (ID)
prescribed fee.
Complete the Application for certification of roadworthiness (ACR) form.

You must have your motor vehicle tested for roadworthiness before you register it in your name. If your motor vehicle is used for public transport or is a heavy-load vehicle (excluding buses), you must take it to be tested for roadworthiness every year before you renew the motor vehicle licence. A bus must be tested for roadworthiness every six months.

It is your responsibility as the owner of a vehicle to have your vehicle tested. You can take it to a private or public vehicle testing station.

At the end of the roadworthy test, if passed, a notice is issued.
