Building a local supplier pipeline is not a procurement exercise. It is a development strategy. And most companies approach it as the former, with predictable results.

Here is the problem:
🟥 The B-BBEE draft amendments propose new procurement targets that would require companies to source from 100% black-owned suppliers. Of the nearly 54,000 businesses holding B-BBEE certificates, only around 10,000 are 100% black-owned and the majority of those are small firms.

If your supply chain needs local, qualified, black-owned suppliers and the pipeline is not there, no procurement policy can create it overnight.
That pipeline has to be built. Deliberately. Over time.

💡 ESD Nuggets!

Finding suppliers in your community is not the same as having a supplier pipeline. This is one of the most important distinctions in ESD and supplier development and one of the most consistently overlooked.

✅ Local availability tells you who is there.
✅ Local readiness tells you who is genuinely prepared to meet the standards, timelines, and demands that corporate procurement requires.
When programme design confuses the two, the result is a pipeline that looks full on paper and delivers very little in practice.
