Announcement Of Interim SACPCMP Executive Structure





Dear Valued SACPCMP Stakeholders,





The Council of the South African Council for the Project and Construction Management Professions (SACPCMP) wishes to formally advise stakeholders of a leadership update following recent Council deliberations and resolutions.



Effective immediately, Ms. Tshidiso Lekgetho has assumed the role of Interim Registrar of the SACPCMP, and Dr. Ndoyisile Alfred Theys has been appointed as Interim Executive: Operations. These appointments were made in accordance with SACPCMP processes and reflect the collective commitment of its Council members to ensure continuity, stability, and sound operational effectiveness within the organisation.



The new appointees are both well placed to ensure SACPCMP operations will proceed as usual. The achievement of all APP-related targets remains a priority for executives as well as the Board.



In addition, the Council advises that Mr. Butcher Matutle (Registrar) and Ms. Sindiswa Kwenaite (Executive: Operations) have been placed on precautionary suspension. The purpose of the precautionary suspension is to protect the integrity of the ensuing investigation and/or disciplinary proceedings (dependent on the outcome of the investigation) and to ensure the best interests of the SACPCMP, its staff and all stakeholders.



A precautionary suspension is not in any way a determination of guilt, neither is it a form of punishment. The Council requests that stakeholders refrain from casting aspersions and allow the investigation process to unfold in accordance with the relevant legislation and policies.



This precautionary suspension will enable the stabilising processes that have been initiated to be concluded without any hindrance or interference.



The SACPCMP acknowledges the constructive engagement, professionalism, and dedication shown by all Council Members throughout this period. The leadership transition has been approached with a strong sense of collective responsibility, with the Council members working collaboratively with the new appointees to place the best interests of the organisation, its Registered Persons, and the broader Built Environment at the forefront of all decisions. It is, in fact, with this in mind that the measures were taken, thus, ensuring that the integrity of the professions and the SACPCMP itself.



The SACPCMP wishes to reiterate to all stakeholders that this transition does not affect the day-to-day operations of the organisation. The work of Council Members, Management, and Staff continues uninterrupted, and the SACPCMP remains committed to transparency, accountability, and professional excellence.



The SACPCMP Council Members wish the appointees’ full success in their interim roles and offer their complete support as a Board. The SACPCMP thanks all stakeholders for their continued support and engagement and look forward to working together to further strengthen the professions and the organisation.

If the Department of Employment and Labour, and the National Prosecution Authority ever align on the prosecution process of all Employers, Clients including Designers and Contractors for non-compliance and incidents. This country would quickly become one of the most compliant and have least incidents in the world, however RSA keeps declining due to these Government authorities. This is purposefully done and we cannot/do not hold them accountable for not performing their duties. How many more breadwinners will be lost and families suffer. The Contractors merely replace human beings or cheap labour after killing them, without any repurssions. The Clients pump more money and Designers carry on like business as usual, its sickening, most Top Safety Personnel are too greedy to focus on worker safety, only on making more money when there are incidents.

African workers and family structures demise is all but guaranteed even more at work. Are reports provided to victims of these incidents? let alone the NPA, No, most go unreported and filed in government offices. We are still awaiting the outcome of the M1 bridge collapse in 2015 and many more incidents in the past where nothing has been done to prosecute the offenders, thus more incidents occur.

The OHS Act is a legacy of apartheid and like many laws still negatively affects Mzantsi. Thus DEL is ineffective and NPA is not helping the situation by pointing the finger at DEL and its reports, solutions are there however we are failed by those departments not working together. Safety in construction is currently wishful thinking and administrative, the draft Construction Regulations 2025 are out for comment however that is not going to decrease the number of incidents, only effective prosecution will and let's be honest they don't want to do that. Health and Safety Awareness is vital to keeping colleagues and the public safe. Arc flashes are dangerous hazards that harm Operators of High Voltage Systems. Operator Regulations for High Voltage Systems (ORHVS) procedures are hardly fully implemented and the results are the worst kind of burns. Municipal and contract employees with years of experience suffer due to lack of proper maintenance, continual refresher training and proper safety system implementation. Will this change now? Unfortunately not. These workers and their families lives are changed forever. We hope they will survive and recover.

Rustenburg – Two employees from CDR Technical Services, a company contracted by the Rustenburg Local Municipality (RLM), were accidentally electrocuted while working at the Industries Substation in Zinniaville, on Monday afternoon, 24 February 2025.
