By-law enforcement: The eThekwini Municipality is enforcing policy around wayleaves and excavations to control illegal extraction and coerce consequence management on those who fail to comply with a by-law.

Wayleave and Excavation By-law: The City adopted the Wayleave and Excavation By-law in 2022, which aims to provide regulation of all work to be executed on any public road reserve and municipal servitudes.

Penalties: Companies that fail to comply with wayleave and excavation by-laws will be fined R300 000 or face three years imprisonment.

The eThekwini Municipality makes further progress in regulating excavations following regular and rampant destruction of electricity cables and water pipes during excavations.
