PSiRA Specialised Operations Unit, Law Enforcement, Firearm Unit and Forensic Unit conducted a series of compliance inspections across several areas in Pretoria, including Soshanguve, Garankuwa, Mabopane, and Atteridgeville.

Operational Outcomes

• Nine arrests effected
• Seven fi****ms confiscated
• One security vehicle seized for the unlawful use of police sirens and strobing lights.
• Numerous non-compliant advertising boards removed

During the operation, inspectors removed advertising boards that did not comply with PSiRA regulations. The advertisements failed to display the required PSiRA registration number, business address, and contact details which is a requirement in terms of Regulation 12 of the Private Security Industry Regulations.

PSiRA will be pursuing businesses that placed adverts that do not comply with PSiRA regulations and companies that advertise security services whilst not registered.

These operations form part of PSiRA's ongoing commitment to uphold compliance, protect the public, and maintain the integrity of the private security industry.

Congolese, Malawians, Mozambicans and Zimbabweans Arrested in PSIRA Security Guard Crackdown

Congolese, Malawians, Mozambicans, and Zimbabweans are amongst the scores of security guards arrested by the Private Security Industry Regulatory Authority (PSIRA) for working without proper registration. The operation spanned three provinces, with the hiring security companies now under investigation.

PSIRA’s crackdown has netted dozens of undocumented Congolese, Malawian, Mozambican and Zimbabwean security guards operating illegally across multiple provinces.

This exposes how foreign nationals have flooded a sensitive sector like private security, often bypassing registration and background checks, while thousands of South Africans remain unemployed and unable to access these jobs. The companies involved must also face full accountability.

SIU AUTHORISED TO INVESTIGATE ALLEGED MALADMINISTRATION AT THE PRIVATE SECURITY INDUSTRY REGULATORY AUTHORITY AND THE UNEMPLOYMENT INSURANCE FUND REGARDING TRAINING CONTRACTS INTENDED TO TRAIN 7,071 LEARNERS

President Cyril Ramaphosa has signed Proclamation 316 of 2026, authorising the Special Investigating Unit (SIU) to investigate allegations of maladministration, improper or unlawful conduct, and to recover any financial losses suffered by the State in the affairs of the Private Security Industry Regulatory Authority (PSIRA) and the Unemployment Insurance Fund (UIF).

Proclamation 316 of 2026 empowers the SIU to investigate allegations relating to the procurement of, or contracting for, training services by or on behalf of the Institutions. The SIU will investigate allegations of maladministration within the Institutions and any resulting losses or prejudice they have suffered. This includes issues related to the delivery of Election Observer Training, End-User Computing Training, and “PSIRA Grade E to C” Training provided to 7,071 targeted learners across nine provinces.

The SIU will seek to establish whether the payments made were made in a manner that is fair, competitive, transparent, equitable or cost-effective. Furthermore, the SIU will examine whether there was any improper or unlawful conduct by officials or employees; unlawful appropriation or expenditure of public money or property; irregular or unauthorised transactions involving State property; intentional or negligent losses of public funds.

The investigation will cover allegations that occurred between 1 January 2019 and the date of publication of the Proclamation, 3 June 2026. The SIU is also authorised to investigate related matters that occurred before or after this period where they are connected to the issues identified in the Proclamation, including the same people, entities or contracts.

BENONI: TWO GAUTENG TRAFFIC WARDENS ARRESTED FOR ALLEGED EXTORTION AND POSSESSION OF SUSPICIOUS DOCUMENTS

It is alleged that two members of the Gauteng Traffic Wardens approached a woman who works as a domestic helper at the gate of her workplace in Benoni.

The officers allegedly requested her identification and immigration documents. When the woman was unable to provide proof that she was legally in South Africa, the officers allegedly offered to release her in exchange for R4,000.

The victim informed the officers that she did not have cash with her but had money in her bank account. She was then accompanied by the two officers to a nearby ATM, where she withdrew R4,000 and allegedly handed the money over to them. The officers then dropped her off and left the area.

The victim immediately informed her employer about the incident. Her employer then accompanied her to the Benoni Police Station, where a criminal case was opened. The victim provided police with a description of the vehicle and its registration number.

The information was circulated among law enforcement agencies operating in the area.

A vehicle matching the description provided by the victim was later spotted on Tom Jones Street. Members of SAPS Norkem Park, assisted by private security companies, stopped the vehicle.

During a search of the vehicle, officers discovered several foreign passports. When questioned about the passports, the suspects were reportedly unable to provide a satisfactory explanation.

Further checks were conducted on the vehicle. Authorities allegedly found that the licence disc did not correspond with the vehicle's records on the police and traffic department systems.

The two suspects were subsequently arrested and are expected to appear in court soon.
