INTRODUCTION
Our company, Municipal Accounts Disputes was established during 2009 to assist all various industries and role players nationwide within the electricity industry to join the global trend in responsible energy consumption and management. We have more than 20 years of experience in dealing with complex accounts, industrial, mining and commercial customers within the electricity distribu
tion industry. We have been approached by various industries – Municipalities, mines and large industrial consumers to assist them to save energy as well as to maximize their electricity management in all fields including the power conservation programme.
2. BACKGROUND
• We are faced with many challenges within the energy industry especially electricity
• Inability of Eskom and Municipalities to supply sufficient and uninterruptible electricity
• Lack of skills and expertise within the electricity industry
• Spiralling electricity prices and production costs
• Fading productivity and struggling competiveness
• Complexity of Eskom / Municipality tariff structures
• Electricity Conservation Programme – Penalties and complexity
• Inequitable practices by electrical distributors – customers receiving “cost” price tariffs
• Approval of MPYD5 of Eskom’s tariff increase by NERSA and consequently unrealistic tariff increases by Municipalities
• Instability and unreliability of distribution electricity network
3. New build programmes are in process but due to the economic financial crisis Eskom is unable to obtain sufficient funding. The only funding means is a drastic increase in electricity tariffs which will cripple South Africa’s economy. Municipalities are on these Eskom increases imposing higher increases to boost their incomes which is crippling to the South African economy.
4. PURPOSE
• Auditing and checking of bulk electricity accounts and all other accounts to ensure that each account is on the correct tariff and billed correctly and accurately on a monthly basis.
• Ensuring that incorrect accounts are rectified and the necessary adjustments (credits) done by the Rustenburg Local Municipality.
• Advising on the correct tariff (maximum cost saving) and ensuring its implementation.
• Advising on network problems and implementation.
• Query the “cost price” tariff given to other Rustenburg Local Municipality customers – according to the electricity act all consumers to be treated equally.
• Make use of statistics, demand and consumption patterns to minimize electricity costs.
• Attend public hearing with regards to tariff increases and make objections.
• Implement energy efficiency.
• Electrical installation advice and applications.
• Notified Maximum Demand Management – apply for increases and ensure minimum costing (mutual contributions) – if necessary and applicable.
• Negotiation with regard to supply agreements and ensure compliance from Rustenburg Local Municipality (power interruptions).
