Harvey Law Group has launched its brand-new Global Ancestry Index, the world’s most comprehensive ranking of citizenship-by-ancestry (CBA) programs, which lists and analyzes available ways to unlock one’s heritage and claim ancestral rights.

The index compares and ranks programs across 197 countries and territories, evaluating key factors such as ease of qualification and application, government transparency, government accountability, recognition of dual citizenship, and mobility rights - including visa-free travel and global access.

CBA, also known as citizenship-by-descent, is an increasingly popular and affordable means to a second passport without the hefty investments or relocation requirements typically associated with other immigration pathways.

It allows applicants to claim citizenship based on lineage rather than their place of birth, if they have a direct citizen ancestor.

“This comprehensive benchmark can serve as an invaluable resource for people seeking to identify which option offers the greatest advantages based on their ancestral ties,” says HLG special counsel Polly Ho.

An estimated 20 million people of Polish ancestry live outside of Poland today. A large chunk of this globally-spread diaspora have no idea that they may already be Polish citizens - and all they need to do is ask.

Under Polish law, citizenship can be passed by blood, a principle known as jus sanguinis. This means that if your parent, grandparent, or even great-grandparent was a Polish citizen and never lost or renounced that citizenship, there is a strong possibility that Polish nationality was passed to you through each generation.

The desire among Americans to move abroad is reaching record numbers: One in five say that, ideally, they would like to emigrate if given an opportunity, according to a 2025 Gallup poll - with the number of young women wanting to leave quadrupling from a similar 2014 poll.

EU countries, especially France, Italy, Spain and Portugal, are often top choice. But there's growing interest in lesser-trodden European destinations - especially Eastern European, Central European and Baltic countries including Romania, Bulgaria, Slovakia, Poland, Albania and Estonia.

Americans who moved to Italy intending to claim dual Italian citizenship by ancestry (CBA) have found themselves in legal limbo when the country suddenly changed its rules last year.

According to the new law, applicants must trace ancestry back no more than one or two generations to a parent or grandparent. The generational limits were reinforced in March when Italy's constitutional court announced that it would reject the first legal argument against the law.

HLG special counsel Polly Ho spoke to Realtor.com about what prospective applicants should do to avoid legal uncertainty.
