1. 1 x DIRECTOR TECHNICAL (3 years contract)

Job Purpose

Reporting to the Managing Director, the job holder will provide policy guidance and technical support across the entire Company’s engineering operations so as to meet operational targets and standards as well as advocacy with statutory bodies and other stakeholders, in line with the service level guarantees in place.

Summary of Main Accountabilities

Direct the technical operations of the Company to ensure that set targets are met
Initiate the policies and operations standards for the performance of plant, machinery and water and sewage networks and ensures adherence to maintenance schedules by operating Divisions.
Develop both long term and short term technical strategic plans for operations to ensure sustainable operations.
Monitors adherence to safety, health issues in the company to ensure safe operating environment for all staff in the company
Set the policies and monitoring tools for quality results obtained for both water and sewerage and directs corrective action where necessary
Set standards for the provision of overall technical input in procurements of equipment and services and approve engineering operations purchase requisitions and attendance to tender committee meetings.
Participate in the preparation and review of all relevant project documents
Provides technical input in investment funding initiatives commissioned by the company with major funding agencies

Knowledge and Skill Requirements:

Full grade twelve certificate
BSc or BEng Civil Engineering / Mechanical Engineering
Master’s Degree in related Engineering discipline (water) will be an added advantage
Minimum 7 years’ experience at managerial level in a comparable organisation
Registered Engineer
Valid Driver’s License (Ability to Drive Manual Vehicle)
A good understanding of organizational dynamics and technical process and policies.
A good understanding of engineering principles with a good understanding of water utility infrastructure.
Able to anticipate the challenges and opportunities which arise from customer, regulatory, technological and sector changes and translate these into coherent strategy.
Relies on extensive experience and judgment to plan and accomplish goals.
Ability to work in fast pace working environment.
A wide range of creativity and latitude is expected.

2. 1 X HEAD COMMERCIAL SERVICES (3 YEARS CONTRACT)

Job Purpose

Reporting to Managing Director, the Head Commercial Services will manage and coordinate the commercial functions for the Company in order to enhance revenue collection and achieve set revenue targets

Summary of Main Accountabilities

Devises and implements commercial and business strategies aimed at ensuring timely billing and collection of revenue from all clients to enable the company operate as a viable business enterprise
Organizes and coordinates market research to establish customers” areas of dissatisfaction and introduces alternative methods to redress the situation
Reviews the market scenario of the water business on a continuous basis and exploits any emerging opportunities so as to enhance company revenue base
Assesses the performance of support staff and arranges suitable training in respect of those found wanting
Contributes to the departmental efficiency savings by ensuring that the allocated budget is not exceeded
Ensures full regulatory and legal requirements compliance and identifies potential risk issues and defines, negotiates and agrees the effective utilsation of resource in line with service specifications
Identifies new tools and technologies to better serve the customer
Carry out any other assignments as shall be delegated to in line with the objectives of the Department.

Knowledge and Skill Requirements:

Grade 12 Certificate
Bachelor Degree in Business related studies
Master’s Degree will be an added advantage
At least 5 years’ experience at a similar role

3. 1 x SOCIAL DEVELOPMENT SPECIALIST (2 years contract)

Job Purpose

Reporting to the Director – Infrastructure Development, the job holder shall be responsible for guiding and educating/informing communities in all areas of the project during implementation through the recognized community committees on the running of sustainable water supply schemes to ensure cost recovery after project implementation.

Summary of Main Accountabilities

Identify potential communities that would benefit from the project activities/works.
Designing community approaches for community and stakeholder sensitisation and evaluating the effectiveness and efficiency of the selected approaches.
Providing relevant technical support to the local leadership in the identified target communities to get the communities buy-in to the project;
Facilitating consultations and bringing together target communities and relevant stakeholders to discuss and agree on a working relationship during project implementation;
Designing and facilitating stakeholder workshops and other relevant meetings to present and discuss the main findings and recommendations arising from the consultative processes;
Providing a link between technical staff and the community and ensuring productive and sustained dialogue between the two parties, and any other institutions in the areas;
Promoting the concept of community participation and instilling civic and community responsibilities in the residents and enhancing awareness for the sustainable running of the water and sanitation system;

Knowledge and Skill Requirements:

Full Grade 12/ Form 5 Certificate
B.A Degree in Social Work, Community Development, Development Studies or related field. A Master’s Degree in a related field will be added advantage.
At least 5 years working experience in mobilising and organising Community based programmes two of which should be on donor funded projects. Experience of working on water projects will be added advantage.
Valid Driver’s License (Ability to Drive Manual Vehicle)
Experience in working and coordinating with stakeholders to achieve set project objectives.
Experience in project proposal writing/evaluation and preparation of reports to solicit stakeholder buy-ins.
Experience in designing and implementing monitoring and evaluation tools for community projects and preparing monthly progress reports on the area activities for Project Implementation Teams
Experience in formulating and coordination of community information dissemination and data collection.
Computer literate in MS Office, Excel and PowerPoint and conversant with basic Presentation Skills

4. 1 X PROJECT MANAGEMENT OFFICE ANALYST (2 YEARS)

Job Purpose

Reporting to the Director – Infrastructure Development, the job holder will act as a central point of information for live projects and be responsible for maintaining the programme plan, managing timelines and deadlines, tracking and reporting performance and progress against key objectives and component projects.

Job Profile

The Job holder shall directly be involved in project implementation by:

Developing and Maintaining the Programme Management Schedule for the Zambia Water Supply Project
Supporting Project Managers in the development of Project Plans, escalating any risks and issues in accordance with MWSC governance processes.
Measuring and producing regular Reports on Performance Indicators, and Tracking, Validating and Reporting against benefits.
Liaising with Stream Leads and Project Managers to Monitor Performance against plan and to update the Programme Schedule.
Developing Benefits Mapping for individual Projects, and ensuring alignment to Strategic Business Objectives
Defining Programme/Project Performance Metrics and producing regular reports on Performance against metrics
Liaising with project managers and supporting the collection, consolidation and dissemination of Project, initiative and KPI Performance (i.e. Progress, Risks, Issues, Key decisions)
Providing the Programme Manager with regular, concise, consistent and reporting on Programme and Project Performance to enable discussions on Progress or Performance of strategic objectives
Developing Reporting into the Programme Board (Progress, KPI Performance, benefits realisation) to enable decision making
Developing, supporting maintenance, and ensuring compliance with reporting templates and standards
Providing Planning support for Project Managers, and assistance in in developing and maintaining project schedules and project management reporting documents.
Flagging or escalating risks, issues, dependencies, and actions to the Programme Manager
Owning all Baseline Project plans from Projects and providing tracking against agreed Milestones on behalf of the PIU
Ensuring lessons learned are communicated to Project Managers and retained within the organisation

Knowledge and Skill Requirements:

School Certificate with minimum of 5 ‘O’ levels
University Degree in Engineering, Project Management or a related discipline is required.
Post Graduate Qualification in Project Management is highly preferred.

5. 1 X PROCUREMENT & SUPPLIES MANAGER (3 years Contract)

Purpose of the Job

Reporting to the Managing Director, the Manager Procurement & Supplies will manage, procure goods, Services, Consultancy and works function in an effective, efficient and transparent manner and ensure that procurements are timely and in line with Zambia Public Procurement Authority (ZPPA) procurement policy and procedures to support key Company operations.

Statements of Main Accountabilities

Manages purchasing and supply functions in order to ensure that procurements are timely and in accordance with Zambia Public Procurement Authority (ZPPA)policy and procedures
Checks purchase orders for completeness and compliance to procurement policy, procedures and authority levels
Procures goods and services in an effective and efficient manner to ensure value for money and readily availability of critical supplies such as water treatment chemicals and spares to support key company operations
Organizes in consultation with Chairperson the tender committee meetings and records proceedings and decisions reached to guide procurement of goods and services for the Company
Prepares bidding documents for formal tenders, submits to ZPPA for clearance prior to tender advertising in order to ensure competitive tendering and adherence to ZPPA procedures
Evaluates open tenders, prepares bid evaluation reports including recommendations using standard evaluation to management tender committee for approval in order to award the most deserving bid and ensure value for money for the Company.
Supervises informal tender process by reviewing quotations, evaluations by purchasing officers and orders raised in order to ensure compliance to tender procedures.
Reviews existing procurement policy and guidelines and recommends the necessary changes in order to ensure compliance to statutory requirements
Makes follow ups with suppliers to ensure compliance to specifications and delivery deadlines as to ensure timely receipt of specified goods and services.
Supervises the movement of stocks to ensure that there are no stock outs, makes periodic checks and reports on Divisions’ procurement and supply activities in order to review performance and compliance.
Prepares Board papers on matters of procurement so as to seek approval on recommended changes and or improvements to the procurement function and procedures.

6. LEGAL COUNSEL/ COMPANY SECRETARY (3 Years Contract)

Purpose of the Job

To provide Legal and Company Secretarial Duties to the Company and to maintain and develop an effective and efficient system of planning, coordinating, organising and controlling legal and corporate service activities as well as assist all Directors in the enforcement and interpretation of legal, and regulatory matters and Acts and propose means of compliance.

Main Accountabilities

Provides effective Company secretarial services to the Company and Executive Management to ensure effective and efficient administration of operations of the Board;
Plans and coordinates activities relating to provision of legal services and support. This includes advising and representing MWSC in all legal matters, drafting and reviewing legal documentation, attending to conveyance and legal drafting relating to MWSC property. Mitigating legal costs arising out of possible law suits or actual suits to help preserve the image of the MWSC
Maintains all MWSC records, property deeds, Minute Books, registers, contracts and other legal documents related to the MWSC to ensure safe custody of these documents.
Interprets laws, including the Workers’ Compensation Act No. 10 0f 1999 so that the Institution is properly guided in executing its mandate.
Analyses, periodically, and interprets national and international laws, edicts and statutes that have implications on the activities of Mulonga Water Supply and Sanitation Company and prepares reports for the Managing Director and Board in order to provide informed legal opinion.
Drives Performance Management appraisals in the Department and reviewing the Directorate’s performance periodically, enforcing rules and ensuring that the Directorate achieves its set goals.
Prepares Departmental Budget, monitoring and controlling Directorate expenditure, investigating variances and initiating corrective action so as to achieve set financial objectives

Knowledge and skill requirements

School Certificate
Bachelor of Laws Degree
Advocate of the High Court/Supreme Court
At least Two (2) years’ experience in a reputable organization/firm

Mulonga Water Supply & Sanitation Co. Ltd is a Commercial Water Utility Company providing quality Water and Sanitation Services to its customers in Chililabombwe, Chingola and Mufulira.
Mulonga Water Supply & Sanitation Co. Ltd has partnered with VEI under the WaterWorX program, funded by the Government of the Netherlands and in its quest to improve overall performance, signed a Water Operator Partnership (W*P) agreement with VEI.
Mulonga Water Supply & Sanitation Co. Ltd seeks to employ a suitable, highly motivated and goal oriented professional to fill the positions listed below.
1. Head Project Coordination
Reporting to the Director Infrastructure Development from Mulonga Water Supply & Sanitation Co. Ltd and the Project Manager (PM) of VEI, the Head Project Coordination will be responsible for the coordination of the project ex*****on of the international W*P with VEI.
The WaterWorX program phase 2 focuses on the following:
 Workstream 1: Utility working processes
 Develop and implement a commercial dashboard (MIS)
 Develop a system to manage and maintain minimal stock levels for critical stock items
 Develop an integrated work order system
 Workstream 2: Enabling environment
 Conduct technical and managerial skills training
 Facilitate workshops for sectoral improvement
 Organize international exposure visits
 Workstream 3: Investment mobilization
 Develop infrastructure investment plans, based on conducted infrastructure needs analysis
 Source donor funding for the various investment plans
 Implementation of investment plans
 Project management
 Organize project management and governance meetings
 Knowledge sharing and management

Results, Tasks, and Responsibilities
Project Management

- Prepares, implements, monitors, and evaluates the implementation of the (W*P) project plan. He/she ensures key project targets are reached within the project cycle
- Coordinates VEIs input in the project, based on the main project agreement
- Prepares risk analysis in cooperation with the PM, monitors, and reports risks to the PM
- Supports the PM with reporting
Operational Management
- The PC is functionally responsible for the employment of local project staff under supervision and in cooperation and alignment with the project manager. He/she is responsible for recruitment, daily guidance, coordination, and development of local project staff
- He/she arranges the planning, supervision, and evaluation of short-term experts’ inputs, including the logistics of visits
- He/she reviews the recommendations received from short term experts in consultation with the management and works towards implementing the viable recommendations
- He/she acts in accordance with VEIs resourcing policies (Dutch STE, South STE, hybrid Peer Support model) and within VEI’s CSR policy
- The PC develops small-scale investment projects (Water for Life), coordinates field surveys and supervises activities/investment projects in the field
Change Management and Enabling Environment
- Is aware of the enabling environment (on national, sectoral, local, and utility level) and advises the PM how to address the enabling environment
- Applies theory and approaches of change management and determine change issues
- Supports the PM and the partner utility to implement organizational change
Financial Management
- Supports the PM in developing annual plans and budgets, annual narrative and financial report and informs PM on progress
- Advises the PM on relevant project changes (budget and other KPIs)
- Supports the PM in developing tender documents, tender selection process and contracting
Stakeholder Management
- Supports the PM representing the interests of VEI and the project with stakeholders
Knowledge management
- Contributes to the development and sharing of knowledge within the W*P, externally (in Communities of Practice), and participates in (local) peer groups
Mandate

- Takes decisions independently within the framework of the agreed project contract, project plan and the applicable regulations and guidelines. Financial decisions are made by the project manager who is financial responsible and the decision-making authority
Educational level and experience
- Academic working level, at least a Bachelor or equivalent degree in a relevant direction (e.g., water resource management, civil engineering, water quality, etc.)
- Knowledge and at least 3 years’ experience in operational management /project management in a water utility
- Proven experience in and exposure to the local working context and culture
- Experience in handling donor financed projects
- Basic knowledge of financial principles and practices of an organization and of a project
- Registered member of professional institution in Zambia
- Valid driver’s license
- Valid passport

The Engineer Systems & Business Improvement will report to the Head Project Coordination in the Directorate of Infrastructure Development.

 Organization of WaterWorX project activities
 Documenting of best practices from the WaterWorX project
 Monitoring and reporting of progress of WaterWorX project activities

Tasks and responsibilities of Engineer Systems & Business Improvement
 Coordinate and analyze operational challenges in the company. Based on this analysis develop solutions (investment plans) that fall within the scope of the WaterWorX phase 2 project plan.
 Support the HPC in the preparation of project implementation plans, schedule the activities and ensure they are done in accordance with the company’s standards.
 Prepare and minute periodic project meetings.
 Actively collaborate in the WaterWorX Zambia team and internationally (YEP program, CoPs)
 Report the company’s annual key performance indicators
Educational level and experience
 Full grade 12 School Certificate with at least six (6) credits
 Relevant degree in Engineering
 Registered with professional institution with at least 5 years of job experience in water and sanitation services
 Valid Driver’s License
 Valid passport
Skills and competences
 Pro-active, responsible, able to work both independently as well as collaboratively, hold high ethical standards, be respectful, and have excellent analytical skills.
 Excellent communication / reporting skills (both written and oral)
