The Centre for Educational Research and Consultancy Service (CERCS) has published a new Policy Discussion Paper reflecting on the International Day of Education 2026-Southern Africa dialogue.

The paper explores how youth can meaningfully shape higher education through governance, curriculum co-design, advocacy, skills development, and student wellbeing with key reflections relevant to Zambia and the Southern African region.

Beyond funding, the effectiveness of civil society organisations depends heavily on skills.

From our experience, key areas that often require deliberate investment include governance and leadership, research and data use, monitoring and evaluation, financial management, and strategic planning. Without these foundational skills, even well-funded programmes can struggle to deliver sustainable impact.

Today, 24 January, the global community marks the International Day of Education under the theme “The Power of Youth in Co-Creating Education.”

At the Centre for Educational Research and Consultancy Services (CERCS), we recognise education as a cornerstone of human development and social progress.
We also acknowledge the critical role of young people not merely as beneficiaries of education systems, but as active contributors to shaping policies, practices, and innovations that improve learning outcomes.

STRATEGIC PLANNING IS NOT A DOCUMENT

Strategic planning is often treated as a document produced to meet donor requirements. In practice, it should be a living process that guides decision-making, resource allocation, and organisational growth.

Effective strategic planning requires honest reflection, participation across teams, and alignment between vision, priorities, and operational realities. When organisations treat strategic plans as static documents, implementation suffers and opportunities for learning are lost.

At CERCS, we support organisations to approach strategic planning as a continuous and participatory process one that strengthens ownership, accountability, and long-term impact.

WHAT WE'VE LEARNED FROM CONDUCTING OCAs

Organizational Capacity Assessments (OCAs) often reveal that challenges faced by civil society organisations are less about commitment and more about systems.

From our experience conducting OCAs, common gaps include unclear governance roles, weak internal controls, limited use of data for decision-making, and misalignment between strategic plans and day-to-day operations. These gaps can significantly affect programme effectiveness and sustainability if not addressed early.

At CERCS, we view OCAs not as fault-finding exercises, but as diagnostic tools that help organisations understand their strengths, identify priority areas for improvement, and plan realistic capacity strengthening interventions.

Quality education cannot be achieved through assumptions alone. It requires evidence.

Data helps us understand what works, where gaps exist, and which groups are being left behind. From education financing and access to learning outcomes and equity, evidence is essential for designing interventions that respond to real needs.

At CERCS, we advocate for data-driven approaches to education policy and programming, recognising that evidence-informed decisions are central to achieving inclusive and quality education for all particularly in line with Sustainable Development Goal 4.

RESEARCH IS MORE THAN DATA COLLECTION

Research is often misunderstood as simply collecting data. In reality, data collection is only one part of a much larger process.
Effective research begins with asking the right questions, applying rigorous and ethical methods, analysing findings carefully, and ensuring that results are actually used to inform decisions. Without this full cycle, research risks becoming a report that sits on a shelf instead of a tool for change.

At CERCS, we emphasise research that is practical, policy-relevant, and responsive to real institutional and societal challenges whether in governance, education, or social development.
