PRETORIA – The closing date for the almost 200,000 Zimbabweans living and working in South Africa to apply for their Zimbabwe Exemption Permit (ZEP) has been extended to January 31, 2018, SA’s Home Affairs Director-General Mkuseli Apleni said on Friday.

“Due to the large number of ZSP (Zimbabwe Special Permit) holders who have completed the online applications thus far, the department has extended the closing date for the submission of supporting documents and biometrics to 31 January, 2018. Therefore, people must present themselves to VFS (visa facilitation services) offices until this date – 31 January 2018,” Apleni emphasised during a media briefing in Pretoria.

He said by the end of September 2018, Home Affairs would have completed the ZEP project, including finalising adjudications and issuing the new permits.

“We emphasise that the November 30 [deadline] is only for submission of online applications. Flooding of VFS offices actually defeats the aim of using technology to improve service delivery. Just as it is comfortable to apply for exemption permits at home, where you do not have to queue, we want to ensure that people are not subjected to the discomfort of spending hours in a queue,” said Apleni.

“The extension, up to 31 January 2018, is only for scheduling appointments for the purpose of submitting biometrics [fingerprints] and supporting documents at VFS offices.”

ZSP holders were urge to complete their online applications, to make to necessary payments, and schedule appointments by November 30 at any of the 10 VFS Global offices across South Africa.

ZEP permits will be issued for a maximum period of four years, effective January 2018 and expiring on 31 December 2021, notwithstanding the date of issue.

Apleni thanked Zimbabweans based in South Africa for increasingly shifting from the special dispensation permits to the mainstream permits issued under South Africa’s immigration legislation.

“There is no requirement for ZSP holders to apply for [other] permits outside South Africa. They can apply for mainstream permits in the country. ZSP holders who want to travel outside South Africa for the festive season will be able to do so. They only need to produce their passports with the ZSP stickers, and their ZEP application stickers,” said Apleni.

Under the special dispensation granted by Pretoria in 2014, Zimbabweans who had previously been granted permits under the Dispensation for Zimbabweans Project were allowed to re-register for the “non-renewable” three-year ZSP. The ZSP has now been replaced by the ZEP.

Zimbabweans under ZSP have to seek other options – Gigaba

THE almost 200 000 Zimbabweans currently on permits issued under the Zimbabwean Special Permit (ZSP) project have to seek alternative permits if they wish to extend their work, study or stay in South Africa beyond 2017, Home Affairs Minister Malusi Gigaba said on (today) Wednesday.

“Those from Zimbabwe, as we announced last year when we announced the extension until December 2017, will, in the meantime, between now and December 31st of 2017, have to regularise themselves in South Africa by applying for other permits and visas which are provided for in the Immigration Act,” Gigaba told reporters in Rustenburg.

“The special Zimbabwe dispensation cannot exist forever. We therefore have to move towards a phase where we regularise them by ensuring that we provide them with visas in terms of the Immigration Act, and not through special arrangements.”

Asked what would happen to the Zimbabweans based in South Africa if they have not attained other permits by December 2017, when they special dispensation permits expire, Gigaba said he wouldn’t speculate over the matter.

“Should the end of December 2017 and we have people who have not yet regularised themselves differently, out of the Zimbabwe special dispensation, I think we will look at the matter then. I don’t want to speculate about what will happen at that time but obviously we will look at the Immigration Act, the new international migration white paper that will have been adopted by then and we will see how we deal with those situations,” said Gigaba.

“Quite clearly, what we would like to do, to the best extent possible, is to regularise the stay of foreign nationals in our country, to documents those that qualify for documentation but otherwise the provisions of the Immigration Act will have to kick in. Those who are not properly documented will now face deportation, but it’s not something we are thinking about at the present moment.”

He said the Pretoria authorities would also look into “personal circumstances of the holders of those permits when the end of December 2017 comes.”

In 2009, the South African Cabinet approved the Zimbabwe Dispensation Project (DZP) which gave Zimbabweans working, studying or running businesses across South Africa an opportunity to regulate their stay with five year permits. When the DZP ran it’s course, with just over 245 000 permits issued, Pretoria introduced the three-year permits under the ZSP.

“We are appreciative of the many contributions made by Zimbabweans in our society and economy. Zimbabweans have made notable contributions in our education and health sectors for example as teachers and health professionals, and in many other sectors,” Gigaba said while introducing the ZSP in 2014.

“In general, we appreciate the contribution of the immigrants in our country in terms of enhancing our social, cultural and economic life.”

Stringent application conditions for the ZSP permit applications however included that the applicant must have a valid Zimbabwean passport; evidence of employment, business or accredited study; and a clear criminal record.

Gigaba indicated in 2014 that ZSP permit-holders who wish to stay in South Africa after the expiry of the permits in 2017, must return to Zimbabwe to apply for mainstream visas and permits provided for, under the South African Immigration Act.

By December 2014, home affairs had received more than 207 000 ZSP applications, with the department subsequently rejecting 12,228 of the applications and approving 185 075 permits. – ANA

Cape Town – The departments of home affairs and tourism have finally announced that the controversial visa laws – which required all minors travelling to or going out of SA to have an unabridged birth certificates – will be scrapped in favour of an updated passport for minors with printed details of both parents.

Director-General of the Department of Home Affairs, Mkuseli Apleni addressed media on Friday to relay the progress made since the announcement of the amendment programme outlined by the Inter Ministerial Committee (IMC) at the end of October last year.

Despite much upheaval from the tourism industry about the DHA taking the full three months allowed to the department in order to put the IMC changes into effect, Apleni said at the briefing, “We are indeed on course”.

Appleni said the the DHA has outlined the following priorities to be address within the next three – 12 months, specifically stating that the it is looking to accept passports with the details of both parents in it so that they do not have to carry unabridged birth certificates.

Additional priorities to be addressed in the next three months include:

- Add visa facilitation centres, including in Zimbabwe, United Arab Emirates and Botswana.

- Consider a visa-waiver for India, China, Russia and other countries.

- Look at issuing visas on arrival for persons travelling to SA having in their passports valid visas for the UK, USA and Canada or any other country that applies stringent checks on visitors to their countries, to ease travel for tourists.

- Consider granting a certain category of frequent travellers (business and academics) from Africa a 10-year Multiple Entry Visitor’s Visa. This priority has already been partly achieved with the implementation of the long-term Multiple Entry Visa, the DHA said.

- Open two Business Visa Facilitation Centres in Durban and Port Elizabeth, in addition to the centre recently opened in Sandton.

Johannesburg - Zimbaweans living in South Africa have a week to collect special permits allowing them to remain in the country until the end of 2017.

Under a special dispensation granted by Home Affairs Minister Malusi Gigaba in 2014, Zimbabweans who had held or applied for a Dispensation of Zimbabweans Project (DZP) permit could re-register for its successor, the Zimbabwean Special Dispensation permit (ZSP) through Visa Facilitation Services (VFS) offices before April 30 last year.

The department said in November it received 208 967 online applications; 197 790 were approved, with 160 still under review because of technical issues such as submission of incomplete applications, capturing of biometrics and obtaining police clearances. It had rejected 25 as the applicants had either not held a DZP permit or police clearance was declined.

Of the total approved, 11 499 had to be collected and applicants had until January 31 to do so. Thereafter the permits would be sen back by the VFS offices to the department.
