JICA project team is working on remaining lifetime analysis of both Matuail & Aminbazar Landfill site. To carry out the task, JICA project team provided Drone, IPad, Agisoft Metashape professional software, Autodesk Civil 3D software & assisted in Ground Control point installation in both landfill sites. JPT also arranged several training session with city corporation's officials. This activity can be effective tool to Landfill management unit to predict remaining time, proper landfill management & operation improvement, prepare for landfill closure & new land acquisition in advance, heavy equipment layout plan generation etc..

JICA solid waste management project team is working on environmental monitoring plan generation & capacity development of city corporation officials in Matuail & Aminbazar landfill site. Weighbridge data analysis formulated by JICA project team is handed over to to DNCC and DSCC's assigned official & worked on their capacity development to carry out the analysis. JICA project team also provided required equipments to DNCC and DSCC. A presentation on weighbridge data analysis was also given.

[3R Inauguration Ceremony at DNCC & DSCC]

JICA’s TA Project for Strengthening Solid Waste Management in Dhaka North City, Dhaka South City and Chittagong city has supported DSCC, DNCC & CCC in capacity development of the WMD officials on SWM Rules 2021 that has been published. One of the key components of the SWM Rules 2021 is 3R. This means Reduce, Reuse and Recycle. To boost up the 3R activities JICA Experts introduced source segregation at household level.

Two areas from DSCC and one area from DNCC have started waste segregation at source as a part of a pilot project of 3R activity. On that basis, the inauguration ceremonies were held at Niketon Society on 18th March and sector-3, Uttara on March 25 at DNCC. In DSCC, the inauguration ceremony of the waste segregation at source was held at the officer's colony, Azimpur in Ward-26.

During the event, community leaders, society representatives, city corporation related officials and the JICA Expert Team were present. The communities accepted the initiative from JICA and City Corporations for considering the environment and coming forward for a better tomorrow.

Previously, inauguration ceremonies were held at Chattogram on waste segregation from house hold levels. At the moment, communities in five different areas in CCC are doing waste segregation at source..

The Park view hospital of Chattogram City Corporation was certified as a model Hospital of proper medical waste management by JICA. The notable improvements were:

1) Proper color code
2) Proper bin placement
3) Renovation of the storage
4) Recording the weight and
5) Internal awareness raising.

[Medical Waste Management: A Success Story]

To put an end to the everlasting medical waste management problem which was more vividly visible during the Covid -19 out surge in 2020, JICA after discussing with Chattogram City Corporation, decided to donate an environment friendly, smokeless medical waste incinerator. To incinerate the medical wastes first and foremost, medical wastes were needed to be segregated from the source i.e., the Health Care Establishments. To do that JICA Project Team chose Park View Hospital as a piloting hospital and the goal was to set the hospital up as a model hospital. The authority understood the vision of the team and welcomed wholeheartedly. Thus, the journey towards the betterment of the waste management of the hospital begun.

After surveying the prevailing situation of the hospital on 17th and 18th November 2021, training on Proper Medical Waste Management was conducted in the Park View Hospital. The training program covered about 136 staffs who are directly involved in waste generation and handling. From then, the project team kept monitoring them and after being aware of the effects of untreated medical waste, the staffs slowly started to develop a habit of segregating the waste. However, noticing some knowledge gaps, , the project team came up with an action plan which included all the facilities of the Hospital and the proper placement of bins in those facilities, proper segregation standards, safety measures and so on. Following the plan and under continuous monitoring of the Project team, things began to change a bit faster. After lots of hardship, finally they achieved a certain level of success that can be shown off. That’s when the honorable Ambassador of Japan His Excellency Mr. Naoki Ito, together with the Chief Representative of JICA Bangladesh Mr. Hayakawa Yuho visited the Hospital. After their visit, the Project Team continued to monitor the hospital. This time the goal was to determine whether the improvement was a sustainable one or a temporary one. After following up for about a month and a half the developments were determined to be sustainable, and improvements were found to be rewarding by JICA. Thus, the Hospital was certified as a model Hospital by JICA on the 9th of March 2022.

3rd Solid Waste Management Information Sharing Meeting

[The 3rd Solid Waste Management Information Sharing Meeting was organized on the 20th of March 2022 by Ministry of Local Government and Rural Development with the support of JICA. Honorable Minister of Local Government and Rural Development Md. Tajul Islam MP was present as the Chief Guest and Honorable Ambassador of Japan to Bangladesh H.E. Naoki Ito was present as Special Guest. Honorable Senior Secretary of the Ministry of Local Government and Rural Development Helal Uddin Ahmed presided over the function.

At the beginning of the program, Mustakim Billah Farooqui, Project Director of “The Project for Strengthening of Solid Waste Management in Dhaka North City, Dhaka South City and Chittagong City” and Additional Secretary, Ministry of Local Government and Rural Development gave his speech. In his speech, he thanked the Hon'ble Minister for approving the Solid Waste Management Master Plan (2018-2032) of Dhaka North and Dhaka South City Corporation and highlighted some important parts of the master plan. Deputy Director of the Department of Environment, Dr. Abdullah Al Mamun presented about solid waste management rules - 2021. Hayakawa Yuho, Chief Representative of JICA Bangladesh spoke on behalf of JICA Bangladesh. In the special guest speech, the hon’ble Ambassador emphasized on 3R for sustainable development of waste management and assured that Japan is always ready to consider cooperating with Bangladesh in any kind of development activities. He also hoped to see a beautiful and clean Bangladesh soon. Honorable Minister, the chief guest of the function, directed all the city corporations to adopt their future action plans in accordance with the Solid Waste Management Rules-2021.

The second part of the program featured presentations by representatives of 12 City Corporations. Representatives of each City Corporation give a presentation on the recent steps taken for the development of waste management in their respective city corporations. At the end of the presentation session there was a Q&A session and an open discussion session. The officials of the 12 city corporations took part in this open discussion on waste management in recent times. At the end of the open discussion, Additional Secretary Mustaqim Billah Farooqi gave the closing speech. He directed that the ongoing activities related to the development of waste management of all city corporations and the use of ever-new technologies be shared on a weekly basis on a common platform.]

Certification ceremony by JICA

In solid waste management of Chittagong city, under JICA Project, “The project for Strengthening of Solid Waste Management in Dhaka North City, Dhaka South City and Chittagong City”, for 3R activities and success in medical waste management in the 8th ward of the city, Councilor Morshed Alam, Parkview Hospital and Mr. Abdus Sattar Russell, Supervisor, Concervancy Department, Ward 8, were felicitated with Model Ward, Model Hospital and Model CI respectively. Honorable Mayor of Chittagong City Corporation, Mr. Rezaul Karim Chowdhury was present as the Chief Guest on the occasion. Mr. Masahiro Saito, Team Leader of JICA Project Team presided over the function. And as special guests Hon'ble Councilor of Ward 7 and Chairman of Standing Committee on Solid Waste Management of Chittagong City Corporation Mr. Mubarak Ali, Honorable Councilor of Ward No. 18, Mr. Noor Mostafa Tinu and Councilor of Ward No. 33, Mr. Hasan Murad (Biplob) were also present. On the occasion, the Hon'ble Mayor thanked the JICA project team for their tireless work in developing the city's waste management. He also highlighted the importance of setting up an eco-friendly incinerator at the Anandabazar landfill in Halishahar recently in collaboration with JICA, emphasizing on proper management of hospital waste and highlighting the harmful aspects of disposal of medical waste. He also lauded the pilot project of household waste segregation of JICA project team which has been in Ward No. 8 of the city since 2018 and hoped that it would be possible to build Chittagong as a clean, beautiful and healthy city with all the city dwellers including Ward No. 8.

On 7th March, to develop medical waste management of Chattogram city, Shawn Shawkat, Inspector, Department of Environment, Chattogram office, Chattogram, Mohammad Morshedul Alam Chowdhury, Deputy Chief Conservancy Officer, Chattogram City Corporation, Chattogram and JICA SWM Project Team visited Chevron Hospital And Diagnostic Center, Parkview hospital and Diagnostic Center, Ibn Sina Hospital And Diagnostic Center, Max Hospital and National hospital.
In order to treat infectious and sharp wastes generated in Chattogram city hospitals in an environmentally friendly manner a modern and environment friendly medical waste incinerator was provided by JICA to Chattogram City Corporation which was inaugurated on 11th January 2022. Notices were issued from Department of Environment, Chattogram City Corporation and District Civil Surgeon Office to continue these activities for proper management of medical wastes, awareness and abide by the rules of Medical Waste Management Act 2008 to the hospitals of Chattogram city. Leaflets and stickers prepared by the JICA project team are also attached to these notices to convey the proper instructions regarding proper waste management to each hospital. To inspect all these activities of medical waste management this visit was made.
At the end of the visit Deputy Chief Conservancy officer of Chattogram City Corporation Mohammed Morshedul Alam Chowdhury said “Currently JICA has provided CCC with a environment-friendly Incinerator which has provided the provision for the hospitals for proper medical waste management. As a result Chattogram City Corporation will be more strict about medical waste management.

“The project for Strengthening of Solid Waste Management in Dhaka North City, Dhaka South City and Chittagong City” has organized a handover ceremony for success in 3R activities in Ward 08 and success in medical waste management. Councilor Morshed Alam, Parkview Hospital and Mr. Abdus Sattar Russell, Supervisor, Sanitation Department, Ward 8, were felicitated with Model Ward, Model Hospital and Model CI respectively.

Solid Waste Management Rules-2021 Training at DSCC & CCC

JICA has arranged a training session on “Solid Waste Management Rules 2021” for the Waste Management Department and Waste Management Cell and other related department officials of Dhaka South City Corporation & Chattogram City Corporation on 3rd & 8th March respectively in collaboration with the Department of Environment. The event took place at the Mayor Mohammad Hanif Auditorium at DSCC and at Abdus Sattar Auditorium at Chattogram City Corporation Building, Anderkilla. The Solid Waste Management Rules-2021 was recently published by the Ministry of Environment, Forests and Climate Change.

At DSCC, Chief Waste Management Officer, Dr. Tariq Bin Yousuf, Ex- Additional Chief Enginner of DNCC, Md. Iliyas Mahmoud, Deputy Director of DOE and Mr. Abul Hasnat Md. Ashraful Alam, Superintendent Engineer of DNCC and JICA Team Lader Mr. Masahiro Saito were attended the training session.
Mr. Khaled Mahmud, Secretary of the Chattogramg City Corporation, was the chief guest of the event. Mr. Mofidul Alam, Director, Chattogram Region, Department of Environment, Engr. Rafiqul Islam, Chief Engineer, Chattogram City Corporation, Mr. Abul Hasnat Md. Ashraful Alam, Superintendent Engineer, Dhaka North City Corporation and JICA Project Team, Team Leader, Mr. Masahiro Saito were also present on this program as Special guests.

Officials from the Dhaka South City Corporation & Chattogram City Corporation's Engineering department, Store & Purchase as well as other members of the JICA project team, were also present. All Conservancy Inspectors and Officers were also present to receive the training.

The training program compared between the various rules existed at the past regarding waste management with the renewed rules and regulations, highlighting the importance of the new rules and the responsibilities of different organizations in implementing the new rules. At the same time, it was urged that new rules be implemented as soon as possible.

The second part of the program had an information sharing session of the understanding from the JICA Solid Waste management online training which was held on November 2021. The learnings of the training were shared. At Chattogram, the workplan which will be implemented in the upcoming years for 3R expansion in Chattogram city corporation. The later part of the session had a presentation on the success story of 3R activity of Ward 08 in Chattogram City Corporation. The methodology of the work along with the process to achieve success was also elaborately explained in the session.

Similar training session will be conducted at Dhaka North Corporation for all Waste Management Department Inspectors and Officials and other related departments in the Middle of Match.
