Milieu is pleased to share the publication of a study prepared for the EESC - European Economic and Social Committee (EESC) on breaking the cycle of disadvantage and reviewing EU policy through the lens of poverty. 📘🇪🇺

The study examines intergenerational poverty and explores how EU policy can better address the factors that allow disadvantage to persist across generations. It approaches poverty not only as an immediate condition, but also as a longer-term cycle shaped by structural, social and institutional factors.
🔍Based on an analysis of 32 EU policy instruments, the study finds strong attention to education, employment and income, while pointing to weaker coverage in areas such as health, housing, social protection, gender inequality and access to essential services. It also identifies particularly significant gaps relating to parental education and family instability.

In addition to mapping and analysing the existing policy framework, the study puts forward recommendations to support a more preventive EU approach to poverty and presents a framework to help assess the potential impact of future policies on intergenerational poverty.
The publication is available on the EESC website: https://www.eesc.europa.eu/en/our-work/publications-other-work/publications/breaking-cycle-disadvantage

The findings contribute to current discussions on the forthcoming and to wider work on and in the EU.

🌍Milieu contributes to the preparation of the 2026 UN Water Conference

Milieu is pleased to announce that, in partnership with Fresh Thoughts and Ecologic, it will support the European Commission's Directorate-General for Environment (DG ENV) in the preparation of the UN Water Conference, to be held in December 2026 in Abu Dhabi, United Arab Emirates.

💧 Global water governance is critical to ensuring the equitable, sustainable, and secure management of shared water resources, which are increasingly under threat from climate change, pollution, and rising demand. International water cooperation has long been a central aspect of EU external and environmental policies, and the UN Water Conference represents a key milestone for advancing multilateral action on water security.
Together with its partners, Milieu will provide analytical, technical, and policy support to DG ENV throughout the preparatory process. The project will also deliver follow-up support to the Commission, in particular regarding the implementation of the EU Water Resilience Strategy.

This work will help strengthen the EU's contribution to global water governance and support evidence-based engagement with international partners on one of the defining environmental challenges of our time.

🌍📘 The OECD has published its Environmental Performance Review of Austria 2026, assessing the country’s progress towards its environmental and climate objectives.

Milieu Consulting contributed to the Review by preparing the chapter on the circular economy, examining Austria’s efforts to increase circularity, highlighting achievements and remaining challenges, and providing recommendations to further strengthen policy and implementation in this area.
The Review notes Austria’s strong performance in areas such as waste management and recycling, while also identifying opportunities to advance resource efficiency, reduce material consumption and support the transition to a more circular economy.
We were pleased to work closely with the OECD Secretariat, national peer reviewers from Italy and Poland, and Austria’s Bundesministerium für Land- und Forstwirtschaft, Regionen und Wasserwirtschaft on this assignment.

🌊 Milieu contributes to study on resilience and local economic development in EU coastal communities

We are pleased to share that the Study on Resilience and Local Economic Development in EU Coastal Communities, carried out for European Commission's DG MARE and CINEA, has now been published.

EU coastal communities are home to more than 90 million residents and generate nearly 38% of EU GDP. At the same time, they face increasing pressures from climate change, demographic shifts and economic vulnerabilities. Understanding how these communities can strengthen resilience and sustain local development is more urgent than ever, particularly in the context of the European Ocean Pact.
The study provides a comprehensive, evidence-based assessment of the socio-economic and environmental situation of coastal communities across 22 Member States. It examines who these communities are, the challenges they face, and the role of EU funding in supporting their resilience.

Its recommendations aim to strengthen data systems, improve access to funding, foster blue economy innovation and enhance governance for coastal communities.
Milieu is proud to have contributed to this work alongside our partners Ecorys, Stratégies Mer et Littoral and BlueFarm. We hope the findings will help shape stronger, more targeted EU support for coastal communities under the European Ocean Pact and beyond.

🔎🤝 Milieu is looking to speak with posted non-EU workers for an ongoing research project on access to support and remedies

We are inviting posted non-EU workers, and organisations supporting them, to take part in short, confidential interviews. If you have been posted to an EU Member State from a non-EU country, we would like to hear about your experience.
We are particularly interested in speaking with workers who, while posted abroad, have faced:
🔹Problems with salary, working time, contracts, social security, accommodation, or other working conditions
🔹Difficulties contacting their employer about these issues
🔹Challenges in getting help or making a complaint to authorities, trade unions or other organisations

Interviews are short and focus on the worker's experience in resolving these issues and accessing remedies.
They will be conducted in the format and language most comfortable for the participant, preferably in person where feasible, with interpretation available if needed. All interviews are treated confidentially and participants will remain anonymous.

The findings will support a better understanding of the practical barriers faced by posted non-EU workers and contribute to evidence-based policy on labour mobility and access to justice in the EU. If you are a posted non-EU worker, or if your organisation works with posted non-EU workers and can facilitate contact with them, please get in touch with the Milieu research team at [email protected]

📢 Milieu Consulting is pleased to announce that it has been awarded two new projects under its Framework Contract with European Commission - DG FISMA.

💻 The projects will support the European Commission in monitoring Member States’ transposition of Directive (EU) 2023/2864 on the establishment and functioning of the European Single Access Point (ESAP).
Established by Regulation (EU) 2023/2859, ESAP will create a single EU-wide digital portal, operated by the European Securities and Markets Authority (ESMA), providing public access to regulated information published under EU financial services and corporate transparency legislation.

📄 The ESAP Directive amends 16 EU directives, including the Audit Directive, the Accounting Directive, MiFID II and the Investment Firms Directive. It introduces requirements for information already made public under these directives to also be submitted to national collection bodies, so that it can be made accessible through ESAP.

⚖️ As part of these projects, Milieu will prepare:
• 27 completeness reports assessing national measures transposing the ESAP Directive; and
• 27 compliance reports assessing the completeness and conformity of national measures transposing Article 3 of the ESAP Directive, which amends the Transparency Directive.

We look forward to supporting the Commission in this important work to strengthen transparency, accessibility and digital access to financial and corporate information across the EU.

♻️ We are pleased to announce that the European Commission has published the study “Transposition of the General Product Safety Regulation: Product Safety in the Circular Economy”.

🔄 Consumer protection and a well-functioning circular economy: as circular business models (including reuse, repair, refurbishment and recycling) continue to grow across Europe, ensuring that products remain safe throughout their lifecycle is essential for both consumer protection and a well-functioning circular economy. Milieu Consulting has provided its legal analysis expertise by assessing the relevant legal framework at EU level and across 10 Member States: Germany, Greece, Spain, France, Italy, Lithuania, the Netherlands, Romania, Sweden and Slovakia.
🤝 We also co-facilitated a stakeholder workshop and co-drafted the final report under the lead of , together with Germany.

The study highlights the importance of adapting product safety frameworks to evolving circular economy practices, helping ensure that sustainability and consumer safety go hand in hand.

📘 The study is available on the European Commission’s Safety Gate portal under “Studies and other reports”: https://ec.europa.eu/safety-gate/ #/screen/pages/StudiesAndOtherReports
