🇪🇺 Milieu to carry out a study on active subsidiarity and multilevel governance in the EU's 2028–2034 budget framework for the European Committee of the Regions

Milieu is pleased to announce that a contract for the European Committee of the Regions (CoR) was signed for a study titled "Upholding active subsidiarity in the Multiannual Financial Framework package 2028–2034". The study is commissioned by the CoR's Commission for Citizenship, Governance, Institutional and External Affairs (CIVEX).

⚖️ In this study we will analyse the European Commission's proposed Multiannual Financial Framework (MFF) 2028–2034, which will set the EU's long-term budget priorities. It will assess how the proposal reflects active subsidiarity and multilevel governance, that is, the involvement of local, regional, national and EU levels in designing and delivering EU policies.
Milieu will assess how the proposed MFF reflects these principles and examine the implications of the proposed governance architecture for local and regional authorities.

The study will contribute to the CoR's work on subsidiarity as the debate on the future EU budget continues. It aims to support a better understanding of how the proposed governance arrangements affect the authorities that implement EU funding on the ground.

📘 Milieu is proud to announce that it has been awarded a project to assess the transposition of the EU Capital Requirements Directive VI 2024/1619 (CRD VI) for the European Commission's Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA).

CRD VI is the sixth revision of the Capital Requirements Directive, the core EU framework for the authorisation and prudential supervision of banks and investment firms. It amends Directive 2013/36/EU on access to the activity of credit institutions and the prudential supervision of credit institutions and investment firms, and further harmonises the EU banking supervision framework.

🏦 The Directive strengthens the supervisory powers and independence of national authorities. It also introduces a new framework for the management of credit institutions' third-country branches, as well as further considerations on the governance of ESG risks in the financial sector.

With the support of its network of national experts, Milieu will assess the conformity of national transpositions of the Directive across all EU Member States.
The findings will support the European Commission in identifying potential inconsistencies and, where necessary, pursuing infringement proceedings.

🌍 30 September was the last day of the 5-year Horizon project ZeroPM, Zero Pollution of Persistent and Mobile Substances! 🎉

Milieu was pleased to be part of a great consortium of 15 entities, most of which are research institutes and universities. During these five years, Milieu's team worked to create bridges between science and policy through two main activities: a monthly regulatory watch following policy developments relevant to the prevention and remediation of Persistent, Mobile and Toxic (PMT) and very Persistent and very Mobile (vPvM) substances, and the development of policy briefs translating the project's results into recommendations for policy makers.

🌳 Milieu hosts the SMURF Focus Group Meeting on legal and funding frameworks for small forest owners and holders across the EU
On 23 September, Milieu welcomed around 50 participants to a hybrid Focus Group Meeting at its Brussels premises and online, as part of the SMURF project. Attendees included forest owners' associations from the local, regional, national and European levels, forest advisors, project partners, advisory board members, and representatives of forestry research institutes, NGOs and land registry associations.

🍃The SMURF project task led by Milieu examines the legal and funding frameworks applicable to small forest owners and holders across the EU, an area central to sustainable forest management and rural livelihoods.
🌱Participants discussed the main findings, preliminary conclusions and recommendations of the project's draft overview reports presenting a comparative analysis from county reports’ data. Presentations and interactive discussions covered key issues such as forest owners' rights and obligations, access to funding, financing schemes, and land ownership and registration.

Their contributions will help refine the SMURF reports and inform the project's next steps.

📘 Milieu is pleased to share the publication of "Disinformation and public engagement in the green transition"

This study examines how climate- and environment-related disinformation and misinformation affect public trust and engagement in the green transition, using the European Green Deal as a central case. It was prepared for the Committee of the Regions.

🔎 Milieu was proud to lead the preparation of this study. It maps the digital disinformation ecosystem and clearly distinguishes disinformation and misinformation from legitimate policy criticism. The study also examines case studies on the Nature Restoration Law, the Sustainable Use of Pesticides framework, and CO2 emission standards for cars and vans.
The study combines systematic desk research with targeted stakeholder consultation. It places particular focus on local and regional authorities as frontline actors. These authorities are best placed to build trust through communication that is accessible, participatory and transparent.

✅ The study also identifies best practices and offers recommendations for countering disinformation and strengthening public engagement in the green transition.

📢 The Draft Final Report for the Sustainability Impact Assessment (SIA) supporting the EU–Thailand Free Trade Agreement negotiations is now available.

The report examines the potential economic, social, environmental and human-rights impacts of a future agreement, and sets out recommendations to help maximise its benefits and address potential challenges.

We also invite you to the next Civil Society Dialogue, taking place on 22 September 2026 online. Organised by the European Commission’s Directorate-General for Trade, this public forum will bring together civil society, non-governmental organisations, trade unions and other stakeholder organisations to discuss the Draft Final Report with the study team.
The discussion will focus on the report’s key findings across the economic, social, environmental and human-rights pillars. Participants will be able to share feedback that can inform the further development of the Free Trade Agreement and the finalisation of the SIA.

Written feedback on the Draft Final Report may also be submitted through the SIA project website during the two-week consultation period.

🇪🇺🤝 Milieu is pleased to announce that the next Civil Society Dialogue (CSD) for the EU-Thailand Sustainability Impact Assessment (SIA) will take place on 22 September 2026. This public forum, organised by the European Commission's Directorate-General for Trade (DG TRADE) as part of its engagement agenda, provides a key opportunity for civil society organisations, NGOs, trade unions, and other stakeholder groups to engage directly with our study team, discuss the findings of the SIA, and contribute feedback that will inform the development of the Free Trade Agreement.

Milieu is pleased to share the publication of a study prepared for the EESC - European Economic and Social Committee (EESC) on breaking the cycle of disadvantage and reviewing EU policy through the lens of poverty. 📘🇪🇺

The study examines intergenerational poverty and explores how EU policy can better address the factors that allow disadvantage to persist across generations. It approaches poverty not only as an immediate condition, but also as a longer-term cycle shaped by structural, social and institutional factors.
🔍Based on an analysis of 32 EU policy instruments, the study finds strong attention to education, employment and income, while pointing to weaker coverage in areas such as health, housing, social protection, gender inequality and access to essential services. It also identifies particularly significant gaps relating to parental education and family instability.

In addition to mapping and analysing the existing policy framework, the study puts forward recommendations to support a more preventive EU approach to poverty and presents a framework to help assess the potential impact of future policies on intergenerational poverty.
