MSAF AND FPCL TEAM UP FOR IN-HOUSE BML TRAINING

In a commitment to raising safety standards across Fiji's maritime sector, the Maritime Safety Authority of Fiji (MSAF) partnered with Fiji Ports Corporation Limited (FPCL) to conduct a two-day in-house Boat Master Licence (BML) training program for staff members from both organizations.

The two-day session equipped officers and port personnel with updated technical knowledge on small craft safety, vessel capacity limits, and operational boundaries within Sheltered Waters.

By ensuring that both regulatory officers and port authority staff hold the very certifications they enforce and oversee, MSAF and FPCL are walking the talk to foster a proactive culture of maritime compliance.

Safety at sea requires a united front, and partnering with FPCL for this training ensures that frontline officers and port operators lead by example. When staff understand and uphold these safety standards firsthand, it builds a safer, more compliant maritime environment for everyone in Fijian waters.

Also in attendance was the Senior Human Capital Services Officer for FPCL Mr. Anare Leweniqila who presented the certificates to the participants.

DEVELOPMENT OF ROKOBILI TRANSSHIPMENT PORT

Cabinet has endorsed the development of the Rokobili Transshipment Port, a major infrastructure project expected to strengthen Fiji's role as a regional hub for trade, shipping and investment.

The port will be developed in phases, beginning with core port infrastructure and logistics facilities before expanding into industrial and logistics zones that will support manufacturing, trade and other commercial activities.

The project will also progress through competitive Expressions of Interest (EOI) and Public-Private Partnership (PPP) arrangements, encouraging private sector investment and expertise in the development of the port.

Once completed, the Rokobili Transshipment Port is expected to increase Fiji's port capacity, improve the movement of goods, enhance trade efficiency and create new employment opportunities. It will also strengthen Fiji's position as a key logistics and transshipment hub for the Pacific while supporting the Government's long-term economic growth objectives under the National Development Plan 2025–2029 and Vision 2050.

Fiji Ports Corporation successfully hosted its 2nd Quarter Stakeholders Meeting for stakeholders operating at the international and local wharves in Suva today.

The meeting provided a valuable platform for Fiji Ports and its stakeholders to strengthen collaboration, share operational updates, and discuss initiatives aimed at enhancing port efficiency, safety, security, and customer service.

Key updates presented during the meeting included:

✅National Maritime Single Window (NMSW) implementation
✅Port Management Information System (PMIS) implementation
✅Fiji Ports infrastructure project updates
✅Port security and enforcement initiatives
✅Occupational Health and Safety (OHS) updates
✅Operational improvements, including the Berthing Application and vessel deposit processes

Stakeholders also had the opportunity to provide updates, raise operational matters, and engage in constructive discussions on issues affecting port operations.

Fiji Ports Corporation Pte Limited successfully conducted its first stakeholder consultation meeting on the proposed tariff review in Suva yesterday, bringing together key port users and industry stakeholders to discuss the proposed changes and gather valuable feedback.

The consultation forms part of Fiji Ports' commitment to transparency, collaboration, and meaningful stakeholder engagement throughout the tariff review process. Participants were provided with an overview of the proposed tariff submission and had the opportunity to raise questions, share perspectives, and contribute to the discussion.

Fiji Ports thanks all stakeholders who attended and appreciates their constructive input.

A similar stakeholder consultation will be held at Lautoka Port on 10 August 2026, providing stakeholders in the Western Division with the opportunity to engage in the consultation process.

Together, we continue to strengthen Fiji's ports through open dialogue and partnership.

Fiji Ports Corporation Limited (Fiji Ports or FPCL) has formally submitted a proposal to the Fijian Competition and Consumer Commission (FCCC) on 28th May 2026, seeking approval for a review and adjustment of international port fees and charges. The last review was ten years ago in 2015.

The proposal relates only to international port tariff categories and does not include any changes to domestic or inter-island shipping tariffs, ensuring local shipping operators and domestic trade remain unaffected.

The proposed review covers several international port service categories including marine services charges, anchorage and mooring, dockage, wharfage, and marine support services, as well as security and ancillary services.

Port charges represent only a small component of the total cost of moving goods through Fiji's supply chain. While Fiji Ports' tariffs are regulated by the FCCC, many other logistics costs—including international shipping, container detention and demurrage, freight forwarding, warehousing and inland transport—operate within competitive market conditions and account for the majority of costs borne by importers and exporters.

FPCL's proposed capital investment programme is designed to improve port efficiency, increase capacity, reduce congestion, strengthen climate and disaster resilience, and support the future growth of Fiji's trade. These investments are expected to deliver faster vessel turnaround times, improved cargo flows, reduced delays and greater reliability across the wider logistics chain.
By investing today, FPCL aims to reduce inefficiencies and avoid higher supply chain costs in the future, ensuring Fiji's ports remain safe, efficient and capable of supporting national economic growth and development.

Much of Fiji’s core port infrastructure was originally developed in the 1950s and is now operating well beyond its original design capacity. As trade volumes and vessel sizes continue to grow, substantial investment is required to modernize and strengthen our port systems to meet current and future demand, thus, the proposal is necessary to ensure the long-term sustainability, safety, and resilience of Fiji’s port infrastructure.

FPCL has identified a capital investment programme of approximately $393 million to support critical infrastructure upgrades, rehabilitation works, climate resilience initiatives, and capacity expansion across Fiji’s key ports.

The proposed tariff review is intended to support:

● Long-term financial sustainability
● Infrastructure modernization and resilience
● Improved service reliability and operational efficiency
● Enhanced safety and security standards
● Capacity growth to support Fiji’s expanding trade needs

FPCL said to support these investments, FPCL has proposed adjustments to selected international port charges. While some tariff categories will see higher adjustments than others, the overall effect is expected to increase FPCL's revenue by approximately 28 percent over the 10 years regulatory period. The proposal does not affect domestic or inter-island shipping tariffs.

The impact on importers and consumers is expected to be minimal. To put this into perspective, the adjustment amounts to approximately $70 per 20-foot container. Port charges are a small fraction of the total landed cost of goods, our analysis indicates this would result in a minimal increase—typically between one and three percent—in total import costs. On a per-item basis, this translates to only a few cents, ensuring the impact on the average consumer remains marginal.

Failure to implement the proposed tariff adjustment could lead to deterioration of critical infrastructure, increased congestion and vessel delays, reduced service reliability, and higher long-term economic costs. Fiji is currently ranked 119th out of 139 Countries in the Logistics Performance Index, the lowest in the Pacific region.
As Fiji’s principal port management company, FPCL manages and operates key gateway ports including Suva and, Lautoka facilitating approximately 90 percent of Fiji’s international trade and serving as a critical link to global supply chains.

FPCL said the proposal represents a measured and proactive approach aimed at avoiding more significant tariff increases in the future while ensuring Fiji maintains a safe, efficient, and resilient port system capable of supporting national economic growth and development.

The Corporation now awaits FCCC’s review and consideration of the submission.

The Ports of Suva and Lautoka operate under a comprehensive 24-hour security and surveillance system. Security operations include a dedicated external security provider responsible for gate control and routine patrols, supported by Fiji Ports' 24/7 CCTV surveillance monitoring team operating on a shift basis.

These security arrangements are regularly assessed through the International Ship and Port Facility Security (ISPS) Code audit programme conducted by the Maritime Safety Authority of Fiji (MSAF). In addition, the United States Coast Guard undertakes independent assessments of our port facilities every two years to ensure compliance with international maritime security standards and global best practices.

While these internationally recognised certifications demonstrate the strength of our security systems, Fiji Ports acknowledges that security threats continue to evolve worldwide. Modern port security increasingly requires vigilance against internal as well as external risks. In response, FPCL continues to invest in advanced surveillance technology, staff capability development, and strengthened operational processes to stay ahead of emerging security challenges and maintaining the trust placed in the port by the trade community and the people of Fiji.

𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗙𝗶𝗷𝗶 𝗣𝗼𝗹𝗶𝗰𝗲 𝗙𝗼𝗿𝗰𝗲

The Memorandum of Understanding (MOU) signed with the Fiji Police Force in 2025 marks a significant milestone in FPCL's port security strategy. The MOU establishes a formal framework for cooperation, intelligence sharing, joint operations, and coordinated responses to security threats, and its implementation is progressing well across several fronts:

▪️Vetting of all port workers and port users, now being carried out by the Fiji Police Force to strengthen the integrity of personnel with port access.
▪️A shared CCTV viewing framework, currently being finalised between FPCL and the Fiji Police Force to enable faster, more coordinated monitoring.
▪️Plans to establish a dedicated Fiji Police Force office within the Port precinct, currently under discussion, which would further embed a visible law-enforcement presence on-site.

FPCL values this partnership as a cornerstone of its layered approach to port security. The ongoing collaboration and information sharing between FPCL and the Fiji Police Force remain central to preventing and addressing criminal activity, and FPCL is confident that this relationship will continue to deliver tangible security benefits for the Port and the wider trade community.

𝗧𝗮𝗸𝗶𝗻𝗴 𝗘𝘃𝗲𝗿𝘆 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗥𝗲𝗽𝗼𝗿𝘁 𝗦𝗲𝗿𝗶𝗼𝘂𝘀𝗹𝘆

Fiji Ports treats every report of cargo theft, tampering or unauthorised access with the utmost seriousness. Any allegation is subject to a thorough investigation to determine where and how the incident occurred.

At present, FPCL confirms there is one reported cargo theft matter currently under investigation by the Fiji Police Force and Fiji Ports Terminal Limited (FPTL). Should members of the public or media have information relating to any other alleged incidents, Fiji Ports encourages them to report the matter directly to the Fiji Police Force or to FPCL so appropriate investigations could be undertaken.

This collaborative approach ensures that reporting is accurate, that genuine cases receive the full attention of the appropriate authorities, and that public confidence in the integrity of cargo handled through the ports is well founded.

𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻

Security at Fiji's ports is a shared responsibility involving multiple government agencies and industry stakeholders.

FPCL convenes the Port Security Committee (PSC) for both the Ports of Suva and Lautoka. The committee comprises representatives from MSAF, the Fiji Police Force, the Republic of Fiji Military Forces (RFMF), Fiji Revenue and Customs Service (FRCS), Biosecurity Authority of Fiji (BAF), Immigration, Fiji Ports Terminal Limited (FPTL), and shipping agents.

The PSC regularly assesses security threats, vulnerabilities and mitigation strategies to strengthen port resilience. In 2026, both committees have already met twice and completed comprehensive Port Facility Security Threat Assessments in June.

𝗖𝗼𝗻𝘁𝗶𝗻𝘂𝗼𝘂𝘀 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗶𝗻 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆

Recognising the evolving nature of security risks globally, Fiji Ports is currently progressing upgrades to its CCTV surveillance infrastructure while reviewing operational procedures to further strengthen security across its facilities.

These investments form part of FPCL's broader commitment to maintaining internationally recognised security standards and protecting Fiji's trade gateway.

Fiji Ports was honoured to welcome Ms Mary Seet-Cheng, the High Commissioner to Fiji, on her courtesy visit to our head office today. Accompanying the High Commissioner was Ms Eunice Tan En Hui Paa, Strategic Communications and Engagement Officer.

The visit provided an opportunity to discuss Fiji’s sector, , and the important role that efficient and services play in supporting trade, connectivity, and economic development across the Pacific region.
