Interreg Greece - Albania

Interreg Greece - Albania Interreg IPA CBC Programme "Greece - Albania 2014 - 2020" is a EU cross-border cooperation Programme, involving 4 Regions in Greece & 4 Regions in Albania.

During the 2014-2020 programming period EU has introduced three mutually reinforcing priorities to guide all EU-funded programmes: smart growth, sustainable growth and inclusive growth. In this context, the Instrument for Pre-accession Assistance II (IPA II) is dedicated to supporting beneficiaries from eligible areas for:
• political reforms,
• economic, social and territorial development,
• s

mart, sustainable and inclusive growth,
• research, technological development and innovation capacity, and
• regional integration and territorial cooperation. The Interreg IPA II cross-border cooperation programme Greece - Albania 2014-2020 is the outcome of a programming process guided by the “Joint Programming Committee” established for the preparation of the Interreg IPA II cross-border cooperation programme. The overall strategy of Interreg IPA II cross-border cooperation programme Greece - Albania 2014-2020 is “to find the balance between sustainable regional development and enhancement of cross-border cooperation among local population & regional institutions, in accordance with EU & national policies, in order to address common challenges through joint interventions”

Programme priorities chosen by the joint programming committee (JPC), according to the Annex III of IPA II Regulation (EU) No 231/2014, include:
• Thematic priority (c). Promoting sustainable transport, information and communication (IC) networks & services and investing in cross-border water, waste & energy systems and facilities
• Thematic priority (b). Protecting the environment & promoting climate change adaptation & mitigation, risk prevention & management
• Thematic priority (d). Encouraging tourism and cultural and natural heritage
• Thematic priority (g). Enhancing competitiveness the business environment and the development of small and medium-sized enterprises (SMEs), trade and investment

The programme is implemented on the basis of 2 Priority Axis:
Priority Axis 1: Promotion of the environment, sustainable transport and public infrastructure

Through “Interreg Talks: Cooperation Finds Its Voice”, Regional Governors and project beneficiaries will present examples of cross-border cooperation that improve everyday life and address common challenges in the fields of social cohesion, civil protection, health, culture and tourism, and circular economy.

The Interreg Greece–Albania Programme will be represented in the Circular Economy discussion with a discussion with:

- Γιώργος Αμανατίδης - Giorgos Amanatidis, Regional Governor of Περιφέρεια Δυτικής Μακεδονίας / Region of Western Macedonia

- Periklis Kafasis, Director of Supplies, Services & EU Projects of our strategic projects' partner Διάδυμα - Diadyma S.A.

The discussion will focus on the strategic projects CIRCLE and DIGITAL, which promote circular-economy solutions and digital tools for waste management in the Greece–Albania cross-border area.

The projects show how environmental innovation can improve the quality of life in cities and local communities, support the efficient use of resources, strengthen environmental awareness and contribute to new skills and development opportunities.

🌍 SMART CITIES kick‑off in Florina!

Today we officially launched the “SMART CITIES – SMART solutions for resilient, low‑pollution CITIES” project with our partners from Greece and Albania 🇬🇷 🇪🇺 🇦🇱 .

A warm thank you to the Mayor of Florina, Mr Vasilis Giannakis Βασίλης Γιαννάκης, for his heartfelt opening speech, which connected the project with Florina’s transition to a post‑lignite era and our shared responsibility to design greener, safer and more attractive cities for the next generations. 🧑‍🤝‍🧑

Smart Cities will bring very tangible changes to everyday life in five partner areas:
Florina Δήμος Φλώρινας: 35 shared e‑bikes with charging stations and environmental sensors. 🚲
Arta Δήμος Αρταίων: 2 electric minibuses linking peripheral parking areas with the city centre. 🚐
Lefkada Δήμος Λευκάδας: electric cleaning vehicles and an electric sweeper improving public spaces. 🚛
Këshilli Qarkut Korçë & Bashkia Vlorë: new electric bus routes with charging hubs and mobile sensors, connecting urban centres with surrounding communities and touristic sites. 🚍

Beyond the equipment and vehicles, the project will deliver joint studies, smart mobility planning tools, digital monitoring systems and a cross‑border Smart & Green Cities toolkit, plus awareness campaigns, school activities and Zero Emission Day events. 🌍 🌱

All these actions aim to reduce pollution and congestion, improve public transport and make our cities healthier, more welcoming places to live, work and visit. 🏘️

The next chapter of Interreg VI-A IPA Greece–Albania starts now!

On 16 July 2026, the 1st Programming Committee of Interreg Greece - Albania Programme 2028–2034 will meet online, marking the official start of the programming process for the new programming period.

Building on the European Commission draft legislative framework for 2028–2034, representatives from institutions in Greece and Albania, together with the European Commission 🇪🇺, are expected approve the Rules of Procedure of the Programming Committee and discuss the programming process work plan that will shape the future Programme.

Stay tuned and follow our updates as we work together to design the next generation of cross-border cooperation between Greece and Albania 🤝.

Head of the Joint Secretariat of Interreg Greece - Albania, George Papadopoulos, together with the Head of Unit C “Management Verifications”, Dimitris Karavatos, are visiting the headquarters of Agjencia Shtetërore e Programimit Strategjik dhe Koordinimit të Ndihmës (SASPAC) in Tirana 🇦🇱 for a two-day training for First Level Controllers.

Exchange and spill-over of know-how on critical matters such as the verification of expenditures are crucial for the successful implementation of our Programme and projects, ensuring the optimal use of Europe in my region and national funds in our region 🇪🇺.

We extend our warm thanks to the Albanian National Authority / FLCO for hosting this training and remain fully committed to supporting each other –and our beneficiaries– throughout this demanding 2021–2027 programming period 🤝.
