The Securities and Exchange Commission (SEC) informs all corporations and other concerned stakeholders that the transitional use of the 2020 General Information Sheet (GIS) Form, which includes the Beneficial Ownership Declaration (BOD) Page, is extended until 31 July 2026.

During the extension period, corporations may continue to file their GIS and BOD Page through eFAST using the 2020 GIS Form without being redirected to the Hierarchical and Applicable Relations and Beneficial Ownership Registry (HARBOR).

This extension is intended to facilitate a smooth transition to HARBOR while the Commission continues to address technical issues affecting the filing process.

BIR One-Time Tax Abatement Program (RR No. 4-2026)

BIR launched a One-Time Tax Abatement Program for qualified micro taxpayers through Revenue Regulations No. 4-2026 issued on June 22, 2026.

Application period: Until December 31, 2026

Who may qualify?

Micro taxpayers
a. with annual gross sales not exceeding โ‚ฑ3,000,000; and
b. whose covered total basic tax liabilities and/or penalties not exceeding โ‚ฑ80,000 per taxable year.

Covered cases include:

* Delinquent tax accounts.
* Tax assessments (preliminary or final, disputed or undisputed).
* Open stop-filer cases.
* Taxpayers who have already ceased business operations.
* Cases existing as of December 31, 2025.

Purpose of the program:

* Allow taxpayers to settle old tax issues.
* Clean up and update taxpayer records.
* Encourage voluntary tax compliance.
* Provide a โ€œfresh startโ€ for micro businesses and stop-filers.

Application requirements:

* File an application with the appropriate Revenue District Office (RDO).
* Pay a one-time abatement fee of โ‚ฑ5,000 per approved application.

The Securities and Exchange Commission (SEC) is suspending until December 31, 2026 the imposition of monthly penalties in the late or non-filing of reportorial requirements, as it seeks to reduce transaction costs and promote the ease of doing business.

In its meeting on May 5, the Commission En Banc approved the suspension of penalties imposed for every month of delay for the late or non-filing of reportorial requirements, as provided under SEC Memorandum Circular No. 6, Series of 2024 (MC 6).

โ€œAs we celebrate the Ease of Doing Business month this May, the SEC reaffirms its commitment to foster a robust and responsive business environment,โ€ SEC Chairperson Francis Lim said.

โ€œBy suspending the compounding monthly penalties, we are providing corporations an opportunity to get back their good standing without the burden of mounting transaction costs, as part of our goal of pushing corporations toward full compliance and sustainable growth,โ€ he added.

The suspension will apply to corporations with pending monitoring applications. Corporations that have received final assessments but have not yet settled payment will be issued updated assessments excluding the per month of delay components.
