Subject: NEW CCLD Public Portal effective August 17, 2026
Message:
Effective August 17, 2026, the Community Care Licensing Division (CCLD) will be launching a NEW CCLD Public Portal that will replace current databases, including the Administrator Certification Bureau (ACB) Online Application Portal. The CCLD Public Portal is intended to make it easier to access information and services. The CCLD Public Portal will continue to build on improvements that were underway for Phase 2 of the ACB Online Application Portal for Administrators. Note: Existing users will receive instructions before the CCLD Public Portal launches regarding access to the CCLD Public Portal, including any required account activation, verification, or sign-in steps. Draft applications in the ACB Online Application Portal will not be transferred to the CCLD Public Portal. Additional information is provided below.
Transition to CCLD Public Portal
As part of this transition to the CCLD Public Portal, please note the activities affected below.
August 11, 2026, 5:00 PM PT – If you will be using the ACB Online Application Portal, renewal Applications must be submitted by this time. Please note that draft applications will not be transferred to the new CCLD Public Portal but will be available in READ-ONLY mode.
August 11, 2026, 5:01 PM PT – June 30, 2027, 11:59 PM PST – All applications in the ACB Online Application Portal will be in READ-ONLY mode. You will be able to see current and past details of your applications, but you will not be able to make any changes.
August 11, 2026, 5:01 PM PT – Renewal Applications will no longer be accepted by the ACB Online Application Portal
Certifications expiring between August 11, 2026 and August 21, 2026 will have renewal application delinquency fees waived if the completed renewal application is received by September 17, 2026.

To submit a renewal online, the Administrator Certification Renewal Applications must be submitted using the NEW CCLD Public Portal. You may also provide application materials via manual submission as usual.
Administrators will no longer be able to submit renewal applications via the ACB Online Application Portal.
Viewing Previous Application Information
Starting August 11 at 5:01 pm PT, all applications in the ACB Online Application Portal will be in READ-ONLY mode. You will be able to see current and past details of your applications, but you will not be able to make any changes.
Expected Functionality for Current and Prospective Administrators within the CCLD Public Portal
Beginning August 17, 2026, the CCLD Public Portal will allow users to perform the functions listed below.
Create a CCLD account
Schedule Administrator Certification Exams
Submit Administrator Certification Initial and Renewal Applications
Submit Course Completion Certificates, including Initial Certification Training Program (ICTP) certificates and Continuing Education Unit (CEU) certificates of completion
Track application status and pay fees
These system enhancements are intended to reduce response times and improve visibility of account activities for current and prospective Administrators. CCLD will notify users of any temporary service limitations and provide instructions when necessary.
What support will be available to Administrators?
The ACB is committed to informing and supporting current and prospective Administrators throughout this process.
Comprehensive Training: We will offer on-demand training sessions, tutorials, and user guides to help you quickly familiarize yourself with the new system.
Dedicated Support: Our CCLD support team will be available to assist you during the transition, answer questions, and address any challenges you may encounter.
Ongoing Communication: ACB will continue to provide regular updates regarding the transition timeline, new features, and any important changes that affect your operations.
