These are called saddle valve's. They are a cheap way to get water to your ice maker. However they and the polybutylene tube are responsible for flooding many homes. The polybutylene is the white / clear pipe coming out. This setup failed wile the homeowner was on vacation. Luckily it failed over the non finished portion of the basement.
The new blue line is what the repair looks like with a burst proof braided stainless supply hose.
