State Medicaid leaders invest heavily in measuring technology readiness before a go-live. But what about the people running these systems every day?

At MESC 2026 in Portland, that question kept coming up in conversation after conversation, alongside CMS's new IT standards RFI, agile oversight models, and H.R. 1 implementation. Our takeaway: user readiness deserves the same rigor as system readiness, and CMS's open RFI is a real chance to help shape what that looks like.
