FOR IMMEDIATE RELEASE: The City of Frankfort Awarded State CCMG Grant to Support Major Roadway Projects in 2027

FRANKFORT, IN — (October 30, 2026) The City of Frankfort is set to deliver a major upgrade to its local infrastructure after securing $447,591.00 through the Indiana Department of Transportation (INDOT) Community Crossings Matching Grant (CCMG) program for the 2027 funding cycle. Combined with local matching funds, this award unlocks nearly $900,000 in total funding to transform the potential of 13 targeted roadway projects across the city, including essential ADA sidewalk approach upgrades.

The Community Crossings Matching Grant provides essential state matching funds to help local communities accelerate critical road maintenance, paving, and infrastructure modernizations.

"We are incredibly proud to secure this funding and keep our momentum going," said Mayor Judy Sheets. "Upgrading 13 different potential project sites across Frankfort directly enhances public safety, improves daily travel for our families and businesses, and keeps our city moving forward. This state and local partnership allows us to accomplish far more for our taxpayers than would ever be possible through local funds alone."

Street Superintendent Brian Killman highlighted the practical impact on local neighborhoods and maintenance efforts. "Our team has worked hard to identify and prioritize 13 key roadway stretches that need attention," said Killman. "Getting these projects approved under the 2027 CCMG grant means smoother roads, better drainage, updated ADA sidewalk approaches for improved pedestrian safety, and safer driving conditions for everyone in Frankfort. We are fully prepared to take the next steps and get these improvements underway."

With the grant officially secured, the City of Frankfort is preparing to launch a competitive Request for Proposals (RFP) for qualified contractors to bid on the 13 roadway and sidewalk accessibility projects. Contractors and community members are encouraged to stay tuned for further updates regarding bid release dates, project schedules, and specific roadway locations as the implementation plan progresses.

🚧 2026 CCMG PAVING UPDATE – WORK BEGINS MONDAY! 🚧

It’s finally time!

This year’s Community Crossings Matching Grant (CCMG) paving project is scheduled to begin Monday, October 26th.

E&B Paving was awarded the City’s paving project earlier this year, and their crews have already been busy this week completing sidewalk approaches throughout the project areas. Any sidewalk that intersects with a roadway being paved must be brought into ADA compliance.

This is an extremely important part of the project, but it can also be a challenging and time-consuming process. The approaches must meet specific slope requirements to ensure they are accessible. Completing this work before the final surface asphalt is placed allows everything to tie together properly and helps avoid disturbing our brand-new pavement afterward.

🚜 MONDAY’S PLAN

Weather permitting, E&B plans to begin milling on Main Avenue, followed by Meridian Street and Oak Street.

From there, crews will head to Fifth Street, where milling will begin along with the process of removing the old railroad ties that remain underneath portions of the roadway.

As work moves throughout the project, we will continue providing updates so residents know where crews are heading next.

🚫 PLEASE PAY ATTENTION TO NO PARKING SIGNS

The Street Department will place NO PARKING – POLICE ORDER signs along roadways before milling and paving operations begin. We ask that vehicles be removed from the roadway between 7:00 AM and 7:00 PM when signs are posted.

I want to be as transparent as possible about what those signs mean.

While keeping vehicles completely off the roadway is always the safest option and allows the contractor to work much more efficiently, we understand that residents still need access to their homes. We will do everything we reasonably can to accommodate that throughout the project.

If a roadway has only been milled, residents can still drive on the milled surface. We simply need vehicles parked somewhere else so crews have full access to complete their work.

When surface asphalt is actively being placed, there will be periods when vehicle access may temporarily be restricted. Fresh asphalt needs time to cool and become ready for traffic, so please be patient and follow the direction of the crews working in the area. We will get you back to your residence as soon as it is safe to do so.

🚗 OUR GOAL IS NOT TO TOW YOUR VEHICLE!

We understand that paving is disruptive, and we have absolutely no desire to tow anyone. If a vehicle is left where crews need to work, we make every reasonable effort to locate the owner first. That may include knocking on doors and working with the Frankfort Police Department to contact the registered owner so the vehicle can be moved.

Please help us by watching for the posted signs and moving your vehicle ahead of time whenever possible.

There will be some inconvenience during this process, but the finished product will absolutely be worth the temporary hassle!

Please be patient with E&B Paving and our Street Department crews as we work through the project. Schedules can change because of weather, equipment, or field conditions, and we’ll do our best to keep everyone updated as work progresses.

Thank you for your patience and cooperation! We’re excited to get another round of streets improved! 🚧🦺

🎃 HALLOWEEN TRAFFIC UPDATE – E. BOONE STREET

With Halloween quickly approaching, the City of Frankfort will be implementing a soft road closure along E. Boone Street from S. Clay Street to S. Williams Street during trick-or-treating this year.

E. Boone Street has become one of the busiest trick-or-treating areas in our community, with a large number of children and families walking throughout the neighborhood each Halloween.

One thing we have noticed over the years is an increasing amount of vehicle traffic traveling up and down Boone Street during trick-or-treating, with vehicles stopping from house to house to allow children to get in and out. With so many children already walking in the roadway and crossing between vehicles, the combination creates a safety concern that we would like to help reduce.

This year, we are encouraging families coming to the area to park outside of E. Boone Street and enjoy the neighborhood on foot. 🎃🍬

🚧 What does a “soft closure” mean?

Barricades will be placed at S. Clay Street and S. Williams Street, along with several intersecting streets throughout the corridor, to discourage vehicles from using E. Boone Street as a through route during trick-or-treating.

Residents who live within the closure will still be able to access their homes. This is not a hard closure, and we understand residents may need to enter or leave the area. We simply ask anyone who does need to drive within the closure to use extra caution and be mindful of the large number of children and families who will be present.

For everyone else visiting E. Boone Street to trick-or-treat, we ask that you please park off of Boone Street and walk the area rather than driving from house to house.

This is something new we are trying this year. Our goal isn’t to make Halloween more difficult for anyone — it’s simply to reduce vehicle traffic in one of our busiest trick-or-treating areas and give our kids and families a little more room to safely enjoy the evening.

We appreciate everyone’s cooperation and understanding as we give this a try!

Have a safe and Happy Halloween, Frankfort! 🎃👻🍬

🎉 OCTOBER EMPLOYEE SPOTLIGHT 🎉

This month, we’re recognizing two valuable members of the Frankfort Street Department — James “Jimmy” Austin and Gilberto “Shorty” Herrera!

🎂 James “Jimmy” Austin — October 4th

Jimmy began with the Street Department in January of 2011 and has now dedicated 15 years of service to the City of Frankfort! He started part-time, worked his way into a full-time position, and over the years has done just about everything within our department. From trash and recycling collection, alley dragging, leaf collection and pothole patching to greeting residents at the Street Department shack, Jimmy has served this community in a lot of different ways.

Today, Jimmy has taken on the important responsibility of helping manage our inventory and asset accountability. He tracks the materials, supplies and resources our crews rely on and helps make sure we have what we need when we need it. It’s a behind-the-scenes job that plays a big part in keeping our crews prepared, our department organized and our operation running efficiently.

Outside of work, Jimmy is a lifelong Chicago Cubs and Indiana Hoosiers fan — so he’s definitely learned a thing or two about loyalty over the years! 😂 Happy Birthday, Jimmy, and thank you for 15 years of service!

🎉 Gilberto “Shorty” Herrera - October 31st

Shorty joined the City of Frankfort in April of 2019, also beginning part-time before working his way into a full-time position. He started as a laborer and has continued to grow within the department, earning his way into an operator position where he is learning more equipment and taking on additional responsibilities.

One thing you can always count on with Shorty is his attitude. He comes in ready to work, rarely complains, does what’s asked of him and is always willing to jump in wherever he’s needed. He’s also usually good for a laugh or a joke along the way! Shorty is still growing into his operator role, but with his work ethic and willingness to learn, I have no doubt he’ll continue to do great things for this department.

And if you know Shorty, you know he loves demolition derby. 😂 We’re just working on making sure he remembers there’s a time for derby mode…and there’s a time for operating the city loader! 😅

Jimmy and Shorty, thank you both for your hard work, reliability and commitment to the Street Department and the residents of Frankfort. We’re fortunate to have you both on our team! 💪

His leadership, dedication, and hands-on commitment to our city do not go unnoticed.

Please join us in wishing Brian a fantastic birthday and thanking him for his hard work and service to our community!

We are officially launching the Operation Refresh Campaign to give Frankfort roads the pave-and-polish treatment!

This isn't just a standard pothole fix. We are combining road-paving blitzes with brand-new ADA-compliant sidewalks, painting curbs, fire hydrants, and posts, and trimming trees as we go. We're transforming your everyday commutes into smoother (and more scenic) routes! 🛣️

➡️ Phase 1 begins now: code enforcement inspection, with Frankfort Police Department checking for any city ordinance violations.

➡️ Then, the Street Department: crews plan to begin in October, focusing first on Walsh Avenue, between West Kyger and West Barner streets. We’ll execute the work in phases to minimize the impact of temporary lane closures and traffic delays.

🗺️ Check this list to find out if your route will be getting an “Operation Refresh” makeover:

• Walsh Avenue: West Kyger Street to West Barner Street
• West McClurg Street: Hawthorne Avenue to Myrtle Avenue
• West Green Street: Rossville Avenue to Magnolia Avenue
• West Palmer Street: John Street to dead end
• West McKinsey Street: North Main Street to Delphi Avenue
• East Morrison Street: North Jackson Street to Sims Street
• Sycamore Street: Washington Street to Clinton Street
• East McClurg Street: Kelly Avenue to dead end
• North Crescent Street: North Crescent Court to North Maish Road
• Young Street: East Boone Street to East South Street
• East Boone Street: South Harrison Street to South Clay Street
• South Harrison Street: East South Street to Harvard Terrace
• Main Avenue: Armstrong Street to South Jackson Street
• Meridian Street: South Jackson Street to Oak Street
• Oak Street: Meridian Street to dead end
• Fifth Street: West Walnut Street to West Armstrong Street

We’ll post a weekly paving schedule once our improvements begin!

Check back often — we strive to work fast and make the temporary detours completely worth it. ✨
