The Small Business Act authorizes the U.S. Small Business Administration (SBA) to establish a business development program, which is known as the 8(a) Business Development program. The 8(a) program is a robust nine-year program created to help firms owned and controlled by socially and economically disadvantaged individuals.

Businesses that participate in the program receive training and technical assistance designed to strengthen their ability to compete effectively in the American economy. Also eligible to participate in the 8(a) program are small businesses owned by Alaska Native corporations, Community Development Corporations, Indian tribes, and Native Hawaiian organizations. Small business development is accomplished by providing various forms of management, technical, financial, and procurement assistance.

SBA partners with federal agencies to promote maximum utilization of 8(a) program participants to ensure equitable access to contracting opportunities in the federal marketplace. Once certified, 8(a) program participants are eligible to receive federal contracting preferences and receive training and technical assistance designed to strengthen their ability to compete effectively in the American economy.

A System for Award Management (SAM) registration is required for any entity to bid on and get paid for federal contracts or to receive federal funds. These include for profit businesses, nonprofits, government contractors, government subcontractors, state governments, and local municipalities.

You must register your business in the SAM in order to do any business with the government. Once you do, you've accessed more potential business. There's nothing better to establish yourself as a business to be taken seriously than listing government work as a reference. It all boils down to more money. More business means more money. Larger contracts means more money.

For small business SAM registration, you will need to have:

Unique Entity ID (formerly DUNS number)
Taxpayer Identification Number (TIN) or Employment Identification Number (EIN)

There are certain programs and contracting dollars that are reserved just for women-owned businesses. However, owning a business as a woman isn’t enough; there are specific certification requirements companies must meet to be eligible.

A women-owned small businesses certification is an official designation through the U.S. Small Business Administration. Companies that achieve this certification process are eligible for programs and contracts set aside for women-owned small businesses.
