Supporting outreach efforts at the FDOT District Five Communications Office requires adaptability, attention to detail, and a strong commitment to customer service. These are qualities Melanie Hand brings to her work every day.

While she may not seek the spotlight, Melanie is one of those team members who quietly impresses the client through her professionalism, knowledge, and dedication. As an in-house Community Outreach Specialist in DeLand, Melanie assists Public Information Director Cindi Lane and her team in managing communications across Central Florida. She serves as a trusted resource for stakeholders seeking information and assistance, compiles the district’s daily news clips, provides support to FDOT staff with communications-related questions, and assists Quest’s in-house construction PIO team.

Melanie’s ability to provide timely, thoughtful responses and exceptional customer service has made her an invaluable member of the District Five Communications Office. Whether working behind the scenes or directly with the public, she always delivers positive outcomes and works hard to lend a hand to those around her.

Growth across Central Florida brings constant movement, evolving priorities, and increasing community needs. Maria Claudia “MC” Durango helps navigate that environment through her work supporting Osceola County infrastructure projects.

Overseeing communications across multiple active construction and transportation initiatives, MC serves as a key connection point between project teams, county leadership, and the public. She manages citizen inquiries, supports public meetings, coordinates roadway communications, and helps guide implementation of new traffic management systems within one of Florida’s fastest-growing counties. Her bilingual outreach and adaptability enable her to support projects at every stage and help communities stay informed as work progresses.

Congratulations to Orange County Utilities (OCU) on the completion of its latest Pine Hills septic-to-sewer project, connecting 90 properties to a new public sewer system and helping protect Florida's water resources.

Quest was proud to support OCU and project partners RMS Constructors Group and Burgess & Niple through strategic community engagement, including license agreement coordination, project communications, community meetings, stakeholder outreach, and management of the project hotline and email.

Projects like this demonstrate the value of collaboration between engineering, construction, and communication teams. We're grateful for the opportunity to support another infrastructure improvement that enhances the quality of life for residents while investing in the long-term health of our community and environment.

Some of the most memorable project moments occur when months or years of work come together before the community. Kat Dunn has helped tell that story across the Capital Circle Southwest corridor, one of Northwest Florida's most significant transportation investments.

Supporting public outreach for multiple Capital Circle projects, Kat develops social media content, newsletters, and project communications, and regularly spends time in the field documenting progress and engaging with the community. When Governor DeSantis joined state and local leaders in April 2026 to recognize project milestones and the renaming of Tallahassee International Airport, Kat helped coordinate event logistics and develop communications materials on an accelerated timeline, adapting quickly as the event's scope evolved.

As Capital Circle improvements continue, Kat remains focused on helping residents understand the work happening around them while capturing the people, progress, and milestones that bring each project to life.

Not every public information effort is about explaining a project. Sometimes, it's about helping people understand a life-saving technology.

Ashley Edlund led public outreach for Central Florida Expressway Authority's Wrong Way Driving Detection System, helping transform a highly technical safety initiative into a resource that drivers, stakeholders, and communities could easily understand. Working closely with Quest's multimedia team, Ashley spearheaded the development of a multi-layered animated video that brought the detection system to life, demonstrating how the technology identifies wrong-way drivers, alerts operators, and helps improve roadway safety. The effort took nearly a year from concept to completion and continues to serve as a valuable educational tool across digital platforms and public outreach efforts today.

Strong outreach programs are built on relationships, and Hildi Brooks has helped cultivate many of the partnerships that support the Florida Motorcycle Safety Program's continued growth and impact.

Through her work with motorcycle safety organizations, community partners, and tourism stakeholders, Hildi has helped expand the program's reach beyond major awareness events and into year-round engagement opportunities. One of her proudest accomplishments has been building a strategic partnership with the Daytona Beach Area Convention & Visitors Bureau, which has helped elevate the program's visibility and strengthen its presence within Florida's riding community. Whether facilitating outreach at Daytona International Speedway, collaborating with safety coalitions, or helping stakeholders understand program results, Hildi brings a passion for storytelling and relationship-building that helps advance motorcycle safety across the state.
