Statement from Winter Springs Police Chief Matt Tracht on the Use of ALPR Technology

September 1, 2026
Statement on ALPR Use
ALPR technology has provided law enforcement with a valuable investigative tool that has assisted agencies in identifying vehicles, developing investigative leads, locating wanted individuals, finding missing loved ones and solving crimes for many years. Its ability to provide timely information has had a significant impact on our ability to protect our communities and respond effectively to criminal activity.
While the States’ direction will undoubtedly have a significant impact on our communities and on the way law enforcement agencies conduct investigations, I respect the decision and, equally important, I respect the concerns that have been expressed by our residents. Although we did not have a purchase contract with Flock, our community did benefit from their services.
I stand unified with the Sheriff Lemma and my fellow Chiefs of Police in recognizing the value this technology has provided for law enforcement while also acknowledging the concerns surrounding its use. As law enforcement leaders, our responsibility is to balance effective policing with the trust, privacy, and expectations of the communities we are entrusted to serve.
We will continue to work collaboratively with the Sheriff, our fellow Chiefs, state and local partners, as well as our residents to identify other effective technologies, resources, and strategies that will allow us to continue protecting our community and keeping our residents safe.

At the August 31, 2026, City Council Work Session, the Council discussed ALPR cameras leased through Flock.

The discussion allowed residents to come forward and share their thoughts with the City Council, with Police Chief Dale Coleman, Deputy Chief Mike Beavers, and a Flock representative at the table.

After public comments, Flock gave a presentation on the cameras' capabilities in the city, how they are used, and how the data is stored and for 30 days before permanent deletion.

The Flock cameras have been in use in Oviedo since February 2026 with approval from City Council and have been very helpful with policing, including finding stolen vehicles and, more recently, responding to an alert about a person in crisis. One of our officers received an alert from another city, located the individual, and connected them with the help they needed without further incident.

Our department has spoken with residents, received emails, and listened to your concerns. We also understand our Councilmembers' concerns about data use and storage, and with that in mind, we have decided to remove the cameras from the City.

On Monday, August 31st, the Florida Department of Transportation issued an order to take down all cameras on State Roads, which coincides with the City's decision to no longer fund the program.

The program is ending immediately, and the camera lease will not be renewed.

Our officers will continue to serve, keeping our community safe through patrols, investigative services, community policing and working closely with surrounding jurisdictions.
