Is your sustainability plan actually working, or just documented?

It's a fair question, and one a lot of government organizations don't get the chance to ask until something stalls. In our experience, plans rarely fail because of bad intentions. They fail in the gaps: goals with no clear ownership, targets with no measurement behind them, initiatives written without a funding pathway, and compliance getting mistaken for strategy.

The good news is that these gaps are findable. Sustainability tends to hold up best when it's built into how an organization plans, budgets, and leads, not treated as a separate initiative off to the side.

Poor performance gets blamed on people fast. But before pointing fingers, ask a better question: is this really a people problem, or a system problem?

Unclear expectations. Conflicting priorities. Missing resources. Broken processes. Fuzzy decision-making. These quietly sabotage good people every day, and most leaders never look there first.

Strong leaders don't ask "who failed?" They ask "what in the system allowed this to happen?" That question changes everything, because it leads to fixes that actually stick.

Strong tribal governance is built through consistent, practical habits.
Here are 6 we always come back to:

1. Put Policies in Writing
Clear, documented governance policies prevent confusion and protect leadership continuity through transitions. When expectations are written down, new leaders can step in without guessing how things are supposed to work.

2. Separate Governance from Operations
Council sets direction; staff runs day-to-day. Blurring the two slows decisions and creates friction, and it often leaves both sides doing work that isn't really theirs to do.

3. Build a Succession Plan Early
Leadership changes shouldn't stall progress. A plan in place keeps momentum steady no matter who's at the table, so programs and priorities carry forward instead of starting over each time.

4. Communicate Budget Decisions Clearly
Transparency around spending builds trust with community members and keeps leadership accountable. When people understand the why behind a decision, they're far more likely to support it.

5. Invest in Staff Development
Strong programs are only as strong as the people running them. Ongoing training pays off long-term, helping staff grow into bigger roles as the organization grows too.
