In a recent statement, the Democratic Alliance in Mangaung welcomed the council’s decision to defer the planned R50 monthly basic charge for residential prepaid electricity customers. Rudi Maartens, [councillor in the Mangaung Metropolitan Municipality], says that this move reflects a significant victory for residents and for opposition parties that had consistently argued the charge would place an unfair burden on struggling households.

Maartens also says that the ANC-led metro appears finally to have responded both to public pressure and to the arguments raised by the DA and other opposition councillors. He adds that the planned mass action on 1 July and the broader civic response from residents played an important role in forcing the municipality to reconsider the tariff.

He points out that the deferral must now be followed by a transparent process in which the municipality explains the Cost of Supply study, releases the full document for public scrutiny, and develops a phased approach that protects low-income households while preserving service sustainability. Maartens adds that the DA will continue to monitor the matter closely so that residents remain central to any future tariff decisions.
