Investing in Your Home – A Landmark Moment Under the Procurement Act 2023.

We’re incredibly proud to have supported Southern Housing on its £2.38 billion Capital Investment Agreements programme — one of the largest in the social housing sector.

Even more exciting? This is one of the first Competitive Flexible Procedures delivered under the Procurement Act 2023 — a real milestone as the sector steps into a new era.

Over the past 18 months, we’ve worked closely with Southern Housing, alongside Trowers & Hamlins, to design and deliver a streamlined, resident-first process — with quality, safety and long-term value at its heart.

The programme will deliver up to £2.38 billion of essential improvements over the next 20 years across London, Sussex, Surrey, Hampshire, Berkshire and Kent — making a meaningful difference to homes and communities.

Six partners have been appointed:

• Highview Group
• Axis Europe
• Chas Berger
• Amber Construction
• Hugh LS McConnell
• AD Construction

As Mij Rahman shared:
“This is a critically important programme for us and the communities we serve. It goes beyond investment, it’s about delivering safer, higher-quality homes while building strong, lasting partnerships. Through strategically designed, flexible services, we are creating a model that can adapt to organisational and sector change and stand the test of time. I’m proud of what we’ve achieved collectively for our residents.”

And Antony Silk added:
“Working closely with Kim Newman and the PML team helped us shape an approach that was collaborative, practical and focused on the right outcomes.”

This isn’t just procurement — it’s a shift towards long-term, partnership-led delivery.
We’re delighted to be continuing our support into mobilisation, ensuring a strong transition from procurement into delivery.
