Ms. Karimli brings over 15 years of experience to the organization, with a specialized focus on international , qualification recognition, and systems.
Her professional background includes serving as the Head of the Azerbaijani ENIC, where she led the development of national recognition frameworks, and contributing as a Committee Chair for TAICEP.
She currently serves as an international external expert for the National Agency for Quality Assurance in Education in Uzbekistan.
In her role with Malta Quality Education, Ms. Karimli will support institutional initiatives involving internal and external quality assurance systems, , benchmarking, and frameworks. 📣 Malta Further and Higher Education Authority 𝗵𝗮𝘀 𝗼𝗽𝗲𝗻𝗲𝗱 𝗰𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝗶𝘁𝘀 𝗽𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝟮𝟬𝟮𝟲 𝗢𝘂𝘁𝗰𝗼𝗺𝗲𝘀 & 𝗙𝗼𝗹𝗹𝗼𝘄-𝘂𝗽 𝗣𝗿𝗼𝗰𝗲𝗱𝘂𝗿𝗲𝘀 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸 𝗳𝗼𝗿 𝗛𝗶𝗴𝗵𝗲𝗿 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗽𝗿𝗼𝘃𝗶𝗱𝗲𝗿 𝗮𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻.

The new framework aims to bring greater consistency and predictability to outcomes, but it also raises important technical questions for providers, particularly around mandatory indicators, compliance judgements, proportionality, follow-up, appeal rights and future regulatory progression.

One issue sits at the centre of the debate: if Minimal and Performance Indicators are mandatory, how should a peer-review Panel determine whether a Standard is Fully, Substantially, Partially or Non-Compliant? And are the criteria governing that judgement sufficiently transparent, consistent and reviewable?
