Pillars Consulting has closed its assignment with the Palestinian Agricultural Relief Committee (PARC) and delivered all outputs in full.
The study, "Towards a Resilient Palestinian Economy: Economic Situation and Market Systems Analysis Focusing on the Gaza Governorates and the Northern West Bank", was prepared under the Transformative Resilience Project implemented by PARC with funding from the Spanish Agency for International Development Cooperation (AECID), covering the Gaza Strip and the governorates of Jenin, Tulkarm, Nablus and Qalqilya.
The central recommendation:
"The study's central recommendation is a distributed but networked economic model: a dense, diversified network of small and medium enterprises anchored on each area's comparative advantages and linked through cooperatives, shared services, and market coordination, rather than a few large and easily disrupted facilities, while retaining scale where it is genuinely needed."
This is paired with a needs based, food sovereignty orientation that prioritises covering local food needs and substituting imports over producing for export, with a strong emphasis on water efficiency and a circular, waste to resource economy.
Gaza and the northern West Bank are two different realities requiring different responses. Gaza faces destroyed productive assets, collapsed markets and aid dependence, and its lead commodities are vegetables, small ruminants, poultry and eggs, with fisheries a conditional third. The northern West Bank remains income based and market functional, and its priorities are vegetables and olive oil, where herbs and medicinal plants score on a par with olive oil.
These leads sit within a tiered portfolio that also prioritises import substitution staples such as poultry and eggs, potatoes, legumes and dairy, and a medium term tier of resilient tree crops such as almonds and walnuts, alongside food processing, spreading risk in line with the distributed model.
Recovery scenarios are presented as planning tools, with the shift between them triggered by observable improvement in the highest weight drivers rather than by fixed dates.
