A view can make someone fall in love with a property.

But before I present it as a promise, I check what can be built around it.

At 4,000 metres, “almost checked” is not checked. Before a jump, I follow the procedure carefully: equipment, conditions, communication. Rules exist because one missed detail can have serious consequences.

I bring the same rigor to real estate.

An unchecked planning permission, a missing document or a deadline handled too late can put a whole transaction under pressure. Buyers and sellers lose time, stress builds, and trust can disappear very quickly.

In skydiving, preparation happens before the door opens.

In real estate, it happens long before the contract is signed.

A Portuguese property deal can be held up for months by documents that should have been checked before an offer is accepted.

I have one transaction stuck since February because key documents are missing. The pressure spreads quickly: buyers and sellers wait, meetings multiply, and financing deadlines start moving.

From 1 October 2026, this issue will have to be addressed much earlier.

Under Decreto-Lei n.º 108/2026, every deed and contract for urban real estate must state whether the property has a valid urban planning title.

That may be a licence, proof of prior communication, or another document confirming the property’s planning status under the RJUE.

The important point is timing.

Sellers should check the municipal file before putting a property on the market. Lawyers and solicitors will need clarity well before the deed appointment. Lenders may also require the documentation earlier in the financing process.

A property without an urban planning title can still be sold. But its status must be disclosed in writing, allowing the buyer to understand possible unauthorised works, regularisation costs, or financing risks before signing.

If the required statement is missing, either party may challenge or seek annulment of the transaction.

By the time a deed is scheduled, missing paperwork can already have cost everyone months.

€317 gross for making the right introduction.

Judicaelle saw someone in her network looking to sell their property and submitted the details through the Propertips app in just a few clicks.

A property transaction can be delayed for months by a document that should have been easy to find.

I have experienced this firsthand in Portugal. Missing property documents created stress for both buyer and seller, extra trips, meetings, and time spent chasing information that should already have been available.

This is why Portugal’s proposed Digital Building Passport matters.

If building plans, maintenance records, energy certificates and administrative documents are kept in one accessible place, a sale does not have to depend on old folders, unavailable owners, or someone remembering where a paper was stored.

The proposed rules for condominium management go in the same direction: clearer responsibilities and higher professional standards.

Rigor in property transactions is not administrative excess. It is what allows buyers, sellers and banks to make decisions with confidence - and move forward without unnecessary delays.

From August, every property advertised through iad’s real estate web portals will be sent automatically to Zoopla.

For Portuguese sellers, this creates a direct route to one of the UK’s leading property-search audiences.

But a listing is only the first contact.

A British buyer looking at Portugal from abroad needs more than photos and a price. They need clear information, local guidance and someone they can trust throughout the process - from the first enquiry to the move, and often well beyond it.

That is where long-term relationships begin.

A good experience can lead to a future investment, advice for family members or a referral from someone who already knows the Portuguese market.

Zoopla opens the door to UK buyers. The quality of the relationship is what turns that first enquiry into something lasting.

A 34.50 m² private outdoor area in São Vicente is rare.

So is a ground-floor commercial space near Santa Apolónia, the Tagus River and Lisbon’s historic centre, with 50.50 m² of private area and direct access.

The important detail is clear: the property is officially designated for commercial use.

For some buyers, that ends the conversation. For the right investor or operator, it is where the real work begins.

With three rooms and a private outdoor space at the rear of the building, this could suit a professional practice, office, studio or a project with a carefully assessed change of use.

But commercial property requires discipline. Any residential project must be analysed and validated with the competent authorities, including Lisbon City Council, before assumptions are made.

I believe value in this type of asset is created early: in the documents, the permitted use and the approvals - well before any renovation starts.

A distinctive opportunity for buyers prepared to do their due diligence in São Vicente.

Six months from contract award to completion.

Less than 24 working hours to assemble the structure on site.

For a student residence recently delivered by Zethaus, those were the timelines. Components were manufactured off-site while the site work moved forward in parallel.

Portugal’s housing shortage is structural. It will not be resolved one project at a time, with every building starting from zero and relying on the same sequential site process.

I believe industrialised construction deserves a more serious place in the housing discussion for two reasons: speed and cost certainty.

When the industrial partner is involved early in the design stage, the developer can define systems, quantities and production earlier. That improves control over cost and quality, while reducing the time lost between trades on site.

But speed only helps if it can be repeated.

Factories cannot invest heavily in automation, robotics and capacity for isolated projects. They need a visible pipeline - across social housing, student accommodation, multifamily homes, senior living and hospitality.

This is where public procurement matters.

Long-term programmes for social housing and public infrastructure could give manufacturers the predictable demand needed to scale. Greater scale can bring more capacity, shorter delivery times and more certainty for developers.

And a project does not need to be entirely modular to benefit. Standardised bathrooms, prefabricated kitchens and unitised façades can remove pressure from the most repetitive parts of construction. Zethaus has already produced more than 16,000 sub-system units.

Housing needs more than good intentions and announcements. It needs delivery models that can build at the pace the shortage requires.

A 6% VAT rate on construction is welcome news. Yet many developers in Portugal still don’t expect it to make homes cheaper for buyers.

That should concern everyone discussing affordability.

Confidencial Imobiliário found strong support for the VAT measure, with a net positive sentiment of +92 percentage points.

But expectations that this saving will reach the final buyer remain negative: -19 percentage points.

The reason is simple. A tax saving can disappear while a project waits for approvals.

89% of operators point to municipal bureaucracy as a major obstacle. 86% cite rising construction costs. Materials, labour and financing costs keep accumulating while files move slowly between departments.

I have experienced a smaller version of this personally. One transaction in Portugal has been delayed since February because documents are missing.

For one property, it is frustrating.

Across thousands of homes waiting to be licensed or built, it becomes part of the price.

Simplex may help, and the VAT reduction is a positive step. But incentives will only improve affordability when municipal capacity and licensing processes allow projects to move fast enough for the savings to survive.

Portugal does not lack demand or investment interest. It needs a system that can turn approved plans into completed homes without months of avoidable delay.

A factory can finish a modular home while the bank is still waiting to see progress on site.

That is where the real coordination problem begins.

Banks are becoming more open to financing modular construction, often with terms closer to conventional projects. Good news for buyers and developers.

But a factory timetable does not wait for a traditional construction draw.

In a modular project, much of the value is created before anything is visible on the land. Production starts, modules are completed, transport is booked - while permits, inspections, foundations, payment releases and utility connections may still be moving at a different speed.

I spent nearly 20 years in logistics, and I learned that a finished product without the next step ready is not progress. It is inventory waiting, costing money and creating pressure.

The same applies here.

Lenders, developers, factories and local authorities need to work from one shared schedule before production begins. Financing milestones should reflect the real sequence: approval, factory production, module completion, delivery, installation and final connections.

Modular construction can bring speed and predictability to housing. But only when the money, the site and the factory are ready at the same time.
