The 2026 Maryland General Assembly concluded Monday night. We have a lot to report out, but here is a quick look at some of our budget victories.

03/23/2026

March 23 -- Today is cross-over day in the Maryland General Assembly. By close of business today each chamber is supposed to get the bills it wants to enact into law over to the other chamber. Any bill that doesn't cross today has to endure extra hurdles that often kill the bill.

The Maryland General Assembly convened it's 449th session yesterday! Lots of work to do. But on the first day everyone celebrates!

December 9 -- Governor Wes Moore has ordered a special session of the General Assembly on December 16 so the House can elect its next Speaker, widely expected to be House Health and Government Operations Chair Joseline Peña-Melnyk. The House and Senate will also consider overriding some of the 25 vetoes the Governor issued after the 2025 session. At this point it is not expected that the body will take up redistricting as the Governor had sought.

Yesterday Governor Wes Moore signed another batch of bills from the 2025 session. We were pleased to work on the Chesapeake Bay Legacy Act with our client the Chesapeake Bay Foundation (HB506). Another new law will require water bottle filling stations in many newly-built public buildings (SB96/HB277)(American Heart Association).

This afternoon Governor Moore will sign a bunch of important bills into law. Two of the most important are HB 1155/SB 722 and HB 1241/SB 842.

We are thrilled we were able to help our clients pass this legislstion.

The first bill defines the term ecological restoration in law and will help state agencies focus environmental restoration grants on the most important projects. Audubon Mid-Atlantic authored this bill.

The second bill gives the Alcohol, To***co and Cannabis Commission more tools and authority to combat the sale of counterfeit electronic smoking devices. The American Heart Association worked with a coalition of organizations to enact this legislation. Also kudos to Philemon Kendzierski for being the lead on this bill.
