Heading to Washington, D.C. for the National Alliance for Home Care Annual Conference this week?

Join Michael Brown, MS, RN, President of MB Healthcare Consultants, on Wednesday, October 28, for his presentation, From Compliance to Outcomes: HCBS Quality Shift.

CMS has proposed a 2028 Medicaid Home and Community-Based Services Quality Measure Set that would require states to report on 23 core quality indicators. While the formal reporting requirements fall on states, the measures directly touch provider operations, including person-centered care, safety, dignity, community engagement, and individualized goal attainment.

Michael will discuss what these changes could mean for HCBS providers and how organizations can begin preparing now, including identifying the measures that impact their client populations and developing quality programs to address what’s ahead.

A clean policy manual can create a false sense of security.

Hospice organizations put a tremendous amount of effort into developing compliant policies and procedures, and that work is important. But a surveyor isn’t evaluating the policy manual in isolation. The real question is: What happens in practice?

If a policy requires a particular process, can your staff explain it? Is the process actually being followed, and is there documentation demonstrating that it happened? Is someone monitoring the process to ensure continued compliance? And when a gap is identified, is there a mechanism for correcting it and demonstrating that the corrective action was effective?

That’s the difference between simply having a compliance program and having an operationally effective compliance program. Your policies need to extend beyond what’s written on the page and become part of how your organization operates every day.

It’s also why survey preparation shouldn’t begin when a survey date is approaching. Survey readiness should be part of your day-to-day operations.

You’re licensed. But are you operationally ready?

For a new hospice agency, receiving your license is a major accomplishment. But licensure isn’t the finish line. It’s where the real work of building a compliant, sustainable operation begins.

Do you have the right processes in place? Are your personnel files complete and your required committees established and functioning? Can your team demonstrate that your policies are actually being implemented? Is your emergency preparedness program operational, or is it simply a binder on a shelf? Is your QAPI program driving meaningful improvement? And if a surveyor walked through your door tomorrow, would you know where your gaps are?

These are the questions that led MB Healthcare Consultants to develop the Hospice Blueprint Program.
