When Acadiana needed deeper engineering capability, James Palmer didn’t wait for someone else to build it. He stepped into the gap.

We’re proud to congratulate James, founder and “Chief Nerd” at Pelican Engineering, on being named one of Technical.ly’s 2026 Louisiana RealLIST Innovators.

Through Pelican Engineering, James has applied decades of electronics design experience to product development and manufacturing across defense, energy, healthcare, food safety, industrial controls, and more. His work has also helped establish advanced circuit-board design and manufacturing capabilities right here in Acadiana.

His impact extends beyond his company. James is an adjunct professor at UL Lafayette, an Opportunity Machine mentor, and a sponsor of Innovate South.

That combination of technical depth, entrepreneurial leadership, and commitment to his community makes this recognition especially well deserved.

Building hardware is brutally hard. Building it in South Louisiana, far away from any traditional tech hubs, shouldn't really make sense... But the team at Pelican Engineering refused to accept the status quo. 🛠️

In 2015, they started out of pure necessity with a single laptop and a borrowed desk. Today, they’ve scaled into an 85,000-square-foot facility, operating as the ONLY circuit board contract manufacturer in the entire state of Louisiana. By putting their engineers, designers, and assembly lines all under one roof, they are proving that the future of high-tech hardware can be built right here in Acadiana.

In the legal system, a strong case is a team effort. The officer, the department, the DA's office, the court. The hard part is rarely any one of their jobs. It's the handoffs between them.

That's the gap Ryan Bourque and Sarah Brasseaux set out to close with Blue Partner.

Ryan spent 20+ years inside the 16th Judicial District Court. He kept seeing the same thing: an officer does the work right in the field, then gets caught in court by a question that's really about paperwork. That's not a knock on the officer. It's a documentation gap. Every agency runs its own systems, so by the time it reaches the DA's office, the pieces don't always line up.

Sarah covers what software can't: getting a new workflow actually adopted in a high-stakes environment. Trust, training, change management.

Their first plan was to build for police departments. Getting into the field, ride-alongs, the citizens academy, real conversations across agencies, changed their mind. The people who feel a problem and the people who'll pay to fix it aren't always the same. You learn that by showing up where the work happens.

"The kind of friends you didn't know you needed for the challenges you didn't know were coming."

Founders talk a lot about the work. Less about how lonely it gets the decisions you make at 11pm with nobody to check them against.

That's the part of the Builder Program people don't expect. You come in for the method: figure out who your customer really is, run real discovery interviews, test your riskiest assumptions cheaply, build an MVP with AI-assisted tools, and leave with a go-to-market plan. You stay for the room a cohort of founders working the same problems on the same Thursdays, plus mentors who've already hit the wall you're walking toward.
