NEW! USDA shakes up rules in OBBBA on FSA payment eligibility: Producer benefits include greater potential payments, increases in flexibility, and simplified compliance.
"These changes mark significant impacts on how ag producers qualify for--and maximize--USDA program payments (beginning in the 2026 program year)," says Phil Newendyke, lead advisor for Pinion's Farm Program Services.

"Producers will want to re-evaluate entity structure, ownership mix, and income profile as they relate to new eligibility guidelines and assess where they stand to benefit most from these changes."

Enrollment begins (online) today for specialty crop producers! Here are the important program highlights:

The U.S. Department of Agriculture announced a $1.625 billion Assistance for Specialty Crops Farmers (ASCF) program to provide financial support to specialty crop producers. This is $625 million above the initially announced $1 billion. The ASCF program provides payments based on a tiered per-acre structure tied to average annual crop revenue:

Tier 1: $650 per acre for crops with revenue above $10,000 per acre
Tier 2: $225 per acre for crops with revenue between $2,300 and $10,000 per acre
Tier 3: $65 per acre for crops with revenue up to $2,300 per acre
Tier 4: $25 per acre for beans and peas not covered under the bridge assistance program

Payments are capped at $250,000 per producer.

The program is intended to address challenges such as elevated input costs in addition to trade and market disruptions.

Eligible commodities include fruits, vegetables, and tree nuts as defined by USDA. Enrollment begins online on June 1. Applications can be submitted through Farm Service Agency offices starting June 8, with a deadline of August 7.

Reach out to a Pinion farm programs advisor with any questions.

Specialty crop producers who have a Login.gov account can now access and submit their Assistance for Specialty Crop Farmers (ASCF) program application. Producers who do not have a Login.gov account or prefer to enroll at their local FSA office can request their prefilled application beginning June 8, 2026.

The ASCF enrollment period closes on Aug. 7, 2026. https://www.fsa.usda.gov/news-events/news/05-29-2026/usda-announces-enrollment-period-payment-rates-specialty-crop-farmers
