want to clarify that we put this claim in every time we go on-duty. Regardless if you were rushed out the door or not, the verbiage in the superintendent's bulletin is the violation.
Per our Agreement we are to be called on-duty no less than 30 minutes prior to departure. This means we have 30 minutes to be out the door. This gives us 30 minutes to print paperwork, job brief, and get supplies ready. Superintendent Bulletin 130 Section E is in direct violation of Article 14 section B of the Redbook. With this being said, do not get pulled out of service/charged over their stupidity. Please do not be sitting around in the crew room while your train is sitting at the Ramada. I do not believe this is a problem in Tucson, but apparently local management feels different. Do not rush or put yourself in an unsafe situation. Make sure we are job briefing about our train, bulletins, and anything else regarding your tour of duty.
We will be going back and putting claims in for people that have been called on-duty since this bulletin went into effect. I ask moving forward that everyone put a non-service claim in under claim not found every time you go OD until the bulletin is changed to follow our agreement.
“Claiming a basic day at applicable rate on (date) on account Superintendent bulletin 130 states within 15 minutes we are expected to be ready and proceed to crew change. Article 14(B) of the Redbook states trainmen will go on duty no less than 30 minutes in advance of the time set to depart. This is a direct violation of my contractual rights”
This process of rushing us out the door is leading to a myriad of safety issues.

SUBJECT: Tucson & Nogales

At Tucson, in reference to rule 32.2.1, all unattended locomotives must be tied down, the exception in part 5 does not apply at Tucson.
Crew Change and Outbound Instructions:
All employees are required to report for duty dressed and ready to perform service at the on-duty time at the assigned terminal locations.
Within 15 minutes of the on-duty time crews are required to be ready to proceed to the crew change point and or outbound train.
Standard run thru crew changes will take place at the Ramada. If the Ramada crossing is blocked and other options are not available, crews
are to use the foot bridge over the yard to get to the crew change at the Ramada. Crews are required to be at the crew change point 5
minutes prior to trains arrival.
Crews requiring transportation to a crew change point or outbound train will contact the radius van on channel 66-66. If radius is not
available contact the on-duty manager. If on-duty manager is not available contact Dispatcher 242 on channel 14-14 or by phone at (531)
210-4242.
Locomotive daily inspections will not be performed at Tucson unless inspection is federally required within 12 hours of crew on-duty time.
If a daily inspection is required, Dispatcher 242 must be contacted ahead of time for planning purposes:
Example: Last locomotive daily inspection was performed the day prior at 05:00 it is now the next day, and the outbound crew is
on duty at 11:30. A daily inspection would not be required at Tucson.
Inbound trains that do not have a relieving crew on-duty or immediately available must contact Dispatcher 242 for instructions.
Redbook
Article 14 Section B. 1. In all classes of service, other than passenger, trainmen will go on duty not less than 30 minutes in advance of the time set to depart. Such trainmen will be compensated from time brought on duty until the time they are relieved from duty subject to the conditions set forth in Section C, this Article. (See TRN 1-620 in Appendix B.)
