How to Write a Construction Dust Control Plan: A Template

Every construction site generates dust, and much of it carries respirable crystalline silica, the contaminant behind silicosis and the driver of the most significant work health and safety reform in a generation. Since September 2024, Chapter 8A of the model WHS Regulations has required specific controls for crystalline silica substances, and the transition from the Workplace Exposure Standard to a Workplace Exposure Limit in December 2026 turns the 0.05 mg/m3 airborne silica limit from a guideline into an enforceable ceiling. That national standard is set by Safe Work Australia at 0.05 mg/m3 over an eight-hour shift, while WorkSafe Victoria recommends a stricter target of 0.02 mg/m3 over the same period. A construction dust control plan is the document that shows how a site will identify, assess, control, monitor and record its dust management, and it is expected under planning consent conditions, principal contractor duties and the CEMP. A complete plan covers ten sections, from purpose and receptor mapping through dust source identification, control measures by activity, a Trigger Action Response Plan, monitoring, record-keeping and review. The Safe Work Australia Model Code of Practice is explicit that basic water spraying is not sufficient for high-risk silica work, so engineering controls are required. The dust suppression market runs from a garden hose to a fully automated fog cannon, and the marketing rarely explains which situation each is actually suited to. Different dust sources need different delivery methods: haul roads need the mobile coverage of a water truck, crushers and transfer points need fixed-position spray bars or misting rings, stockpiles need the long-range throw of a fog cannon, and a processing plant needs chemical dosing into its existing spray network. But every one of these is, in the end, a device for delivering water, and plain water captures coarse dust while largely missing the fine respirable fraction (PM10 and PM2.5) that matters most for health and compliance, because the droplets are too large to interact efficiently with particles smaller than 10 microns. This limit applies to every hardware type. Chemical activation changes that. GRT: Activate lowers surface tension and adds ionic charge so each droplet captures the fine fraction far more effectively, up to 12x, from the same nozzles at the same pressure. Erosion control is usually treated as a site-level problem: the slope erodes, the basin captures the sediment, the water is discharged and compliance is met at the boundary. But sediment does not respect site boundaries. Turbid discharge that is compliant at the release point can become a water quality problem far downstream, where fine clay smothers habitat and sediment-borne nutrients feed algal blooms, and the combined load from several sites in one catchment can exceed what the waterway can carry long before any single site breaches its own limits.

Australian law increasingly reflects this: Queensland's Environmental Protection Act 1994 makes it an offence to deposit prescribed water contaminants into waterways, the NSW Protection of the Environment Operations Act 1997 makes it an offence to pollute waters, and the Commonwealth EPBC Act 1999 can apply where a downstream matter of national environmental significance is affected. Cumulative impact assessment is now standard for major project approvals. The most effective control point is the source, because sediment prevented at the exposed surface never has to be transported, captured, treated or managed downstream. The True Cost of Water Trucks for Dust Suppression

Most operations can quote the hire rate or the diesel bill for a water truck. Fewer can quote the total, because the real cost of water-based dust suppression is the full stack it generates across the operation. Beyond fuel, operators, tyres, maintenance and the water itself, water-only suppression drives hidden costs: road degradation from over-watering, extra grader hours repairing softened surfaces, production losses when dust reduces haul road visibility, accelerated haul truck tyre wear on corrugated roads, and the traffic interaction risk of every water truck sharing the road with the production fleet. Water sprayed on a haul road evaporates quickly, so suppression is intermittent and the passes keep repeating.

Polymer-enhanced suppression changes the chemistry rather than adding trucks. A leaking dam loses more than water. For a mine it is process water that must be replaced from bore fields or purchased supply, and for a farmer it is the water that stands between a productive season and emergency carting. Australia has an estimated two million farm dams, alongside the thousands of water storage, sediment and tailings dams the mining industry operates, and many leak for the same well-understood reasons: inadequate clay or compaction, dispersive soils, wet and dry cracking, tree roots and animal burrows, or foundation seepage.

The conventional repair of drain, excavate, recompact and refill is slow and often fails, because it commonly reuses the same material that leaked and leaves a weak compaction interface. GRT: DamSealer works differently. The Reef 2050 Water Quality Improvement Plan targets a 25% reduction in anthropogenic fine sediment loads entering the Great Barrier Reef by 2025, yet the 2021 to 2022 Reef Report Card recorded only a 0.8% reduction in fine sediment across the catchment over the two-year reporting period (Reef Water Quality Report Card 2021 and 2022, Queensland Government). Victoria's dust rules are among the most demanding in Australia. WorkSafe Victoria recommends keeping respirable crystalline silica exposure below 0.02 mg/m3 over an 8-hour shift, stricter than the national Workplace Exposure Standard of 0.05 mg/m3, and the EPA's general environmental duty requires every site to minimise dust risk so far as reasonably practicable. At the same time, the state's infrastructure boom is generating disturbed ground within metres of homes, schools and hospitals across Melbourne.

That combination raises the bar: plain water rarely satisfies "reasonably practicable" when proven polymer alternatives exist.
