How does the fire authority ( Jamaica Fire Brigade), maintain, test or demonstrate competency?
In fire safety design, maintenance, inspections, modifications and repair of fire safety equipment or system.

(A) Fire safety log book for each premises?
(B) CPD for all employees involved in all areas of fire safety practices each year?
(C) Legal responsibility of each service company?
(D) Check the competency of the service company employees?
(E) Decided who is a competent person to design, inspect, install, maintain, or repair fire safety equipment or system?
(F) Determine who does fire risk assessment?

I think the fire authority need to answer these pertinent questions, because in any serious analysis or fire investigation, these are some of issues or questions that will need to be explore and possibly answer legally in a court of law. To determine culpability, negligence or neglect on the part of property owners or maintenance manager or engineers.

It is unacceptable that an organization charged with the responsibility of saving lives, started a fire fighting operation, with cooling down. Cooling down is only done after the completion of the fire fighting task. Search and rescue should have been the first tactics employed at the scene of a fire, once no one is there to advice the officer other wise. The senior officer stated that " after the cooling down operation seize, they found the body of the little boy and his father". With that said they have exposed a deficiency in their operational procedures, with a policy of all fires must be investigated and the insurance companies umbrella association insisting that no policy with a claim for fire can not be entertained unless their is accompaning fire investigation report, frpom the Jamaica fire brigade, this would go a far way in holding the fire brigade to account and help in the development of the fire brigade. The Jamaica fire brigade need to provide the country with some answer in regards to search and rescue. Does the Jamaica fire brigsde practice search and rescue? Which search and rescue technique the fire brigade employ in operation? Does the fire brigade have a search and rescue policy? Is search and rescue a part of routine operation? Fire investigation must be aroutine fire fighting, policy, strategy and an embedded feature of all fire fighting operation as a matter of urgency.

Fire safety is not an activity that wait on any government to legislate, it's a community endevour that mirror the attitude and actions of each community member. Therefore, fire brigade's are community organizations, and in that context and reality, the fire brigade have to lead in the shaping of safe community enviroments that foster not just an idea of safety but a feel and sense of safety. It's the fire brigade role and responsibility to SAVE LIVE , PREVENT THE DISTRUCTION OF PROPERTY and RENDER HUMANITARIAN SERVICES. I therefore call upon the Jamaica Fire Brigade, who is the sole fire authority of Jamaica to consider and impliment with any modification that would be required to feasable.

25-30lbs propane cylinders should not be stored in side the house or kitchen but with the new design of reinforce concrete countertops it can be stored with the holes at the top and bottom of the cupboard door, the most dangerous part of a propane tank/ cylinder is the cylinder head. So in case of the head blowing off, the reinforce concrete countertops will offer some form of protection by slowing down the speed of the cylinder head escaping from underneath its storage area.
