Ltd wish to announce the successful completion of the Landowners Identification Study (LIS) for the Panguna Redevelopment Project, under the five-year Exploration License (EL01) granted by the Autonomous Bougainville Government (ABG) to Bougainville Copper Limited (BCL), the developer.

Commenced on the 12th of August 2025, the LIS fieldwork was completed on the 24th of October 2025, marking over two months of intensive and collaborative community engagement.

Key Field Activities Included:
✅ Fieldwork induction
✅ Community awareness & consultation
✅ Data collection & validation
✅ Mop-up for data gaps
✅ Fieldwork close-off presentation to BCL and key stakeholders.

This study fulfils EL01 conditions in compliance with Section 323 of the Bougainville Mining Act 2015, following the Land Access and Compensation Agreement (LACA) signed on the 6th of November 2024 between BCL and landowners representing the five major landowning clans (Basikang, Barapang, Kurabang, Bakoringku, and Mantaa).

As an independent consultant, SERACS Ltd has utilized its experience in Social Mapping and Landowner Identification (SMLI) across PNG’s resource sectors to deliver this critical milestone.

The LIS successfully identified, verified, and recorded 510 land agents/block holders across key villages such as Dapera, Moroni, Guava, Enamira, Kokore, Pakia, Parakake, Pirurari, Onove, Sireronsi, and Kupe/Kaino, all within the EL01 boundary.

The study also documented disputed and unregistered blocks not listed in previous Land Titles Commission files or the 1990 Compensation List. This will be addressed in the upcoming Social Mapping Study (SMS).

Despite logistical challenges, collaboration with VLOs, LLOs, SLOs, the Panguna Landowners Interim Council (PLIC), and Ioro 2 Community Government ensured a transparent, inclusive, and trusted process.

The data gathered will directly support the Social Mapping Study (SMS), the next stage of the SMLI process under Section 324 of the Bougainville Mining Act 2015, which will contribute to ongoing feasibility work toward the reopening of the Panguna Mine.

SERACS Ltd extends appreciation to BCL, ABG, Village Chiefs, LLOs, VLOs, SLOs, PLIC and Ioro 2 Community Government reps, 510 block holders, and Panguna communities for their cooperation and commitment in making this study a success.

Ltd has served as an independent observer during the review of the 11th Supplemental Agreement for OTML ensuring the process adhered to the 7 Principles of Free Prior Informed Consent (FPIC): Integrity, Transparency, Equality, Participation, Fairness, Adequacy, and Timeliness.

OTML has demonstrated a strong commitment to social licensing standards by engaging with communities throughout the renewal process of the 11th Supplemental CMCA, which addresses the environmental impacts of the Ok Tedi project across 159 villages along the Fly River.

Over two years, through village, regional, and working group meetings, OTML has fostered meaningful engagement, consultation, and collaboration—building trust and ensuring local voices are heard. This approach has set a new benchmark in PNG’s extractive industry for doing social licensing right, based on the FPIC principles.

This model can serve as a blueprint for other mining projects, including the Panguna Mine, as part of the Legacy Impact Assessment process.

Ltd successfully concluded a 6-day community awareness campaign for Landowner Identification Studies (LIS) for the Panguna EL01 project, in collaboration with Bougainville Copper Limited (BCL), the project developer.

Throughout the campaign, we engaged over 510 landowners and community members across Dapera, Moroni, Guava, Kupe, Enamira, and Kokore villages. The active participation and support from the community reflect growing confidence in the process.

We acknowledge the contributions of VLOs, LLOs, SLOs, PLIC, ex-combatants, and the Ioro 2 Community Government, whose support and presence have been essential in fostering acceptance and ensuring the initiative’s success.

Communities have expressed their willingness to participate in upcoming LIS data collection, a key step in the feasibility studies for the Panguna EL01 project.

Ltd has commenced the community engagement and awareness activities for the Landowner Identification Studies (LIS) for the Panguna EL01 project in collaboration with Bougainville Copper Limited (BCL), the project developer.

This week, we covered the villages of Dapera, Moroni, and Guava. The awareness program will continue into next week, covering villages of Kaino, Onove/Enamira, and Kokore.

The purpose of the awareness is to inform landowners and titleholders about the LIS process, the data collection tools & dates and the types of information that will be gathered.

This will follow by field data collection involving over 510 landowners, including social mapping in accordance with Sections 323 and 324 of the Bougainville Mining Act 2015.

TO JOHNNY AUNA

The passing of BCL's CEO Johnny Auna has deeply shocked SERACS Ltd. Yesterday, our advance team for the Landowner Identification Studies (LIS) and Social Mapping Studies (SMS) for the EL01 Panguna Redevelopment Project was traveling to Arawa via Buka to commence the induction and community awareness programs for LIS and SMS when we were taken by surprise by this heartbreaking news.

Johnny Auna played an instrumental and committed role in the LIS and SMS process since our engagement in 2024. His leadership, dedication and humility left a lasting impact.

To honor his legacy, SERACS Ltd remains committed to ensuring the successful completion of the fieldwork components of the LIS and SMS. Our meeting today with BCL officers & VLOs in Arawa to set dates for the induction and community awareness programs reaffirms this commitment.

SERACS Ltd extends our deepest condolences to his family, BCL, the people of Bougainville, and all who had the privilege of working with or knowing Johnny.

May God's peace be with his immediate families during this time of sorrow.

Our team at SERACS Ltd is currently undertaking the Inventory of Losses (IOL) and Socio-Economic Survey (SES) for the Bulolo-Nentindo Road Project.

The 111km survey commenced on June 26, 2025, beginning with Section 2 (Nentindo to Oiwa Junction, 22km). Survey on Section 1 (Oiwa Junction to Bulolo Junction, 89km) is scheduled to begin next week.

This IOL and SES builds on the Preliminary Assessment carried out during Mobilization 1 in Oct–Nov 2024, which included consultations with key stakeholders such as PNG Forest Products, Morobe Provincial Government (MPG), service providers, and local businesses along the road corridor.

The findings from this survey will inform DT Global, the firm leading the detailed design of the Bulolo–Nentindo Road Project, ensuring that the project complies with ADB's Social Safeguard Policies and minimizes environmental and social impacts on affected communities.

The project is jointly funded by the ADB and the GoPNG, and is being implemented by the DoWH under the Connect PNG Program.

Ltd has successfully completed the Cultural Heritage Study (CHS) for the Greenfield Central Cement & Limestone (CCL) Project in Hiri Koiari District, Central Province.

Our team worked across Mayur's ML526, covering Blocks 1 (Kido), 2 (Buria), and 3 (Gunika) to identify and document culturally significant sites and sacred areas, ensuring development respects local heritage.

The CHS for Block 1 was completed from December 5–7, 2024, with Blocks 2 and 3 following from May 28–30, 2025.

This study helps guide responsible development aligned with national laws (National Cultural Commission Act 1994, National Cultural Property (Preservation) Act 1965, Environment Act 2000, Mining Act 1992) and UNDRIP, and IFC standards, protecting both tangible and intangible cultural heritage.
