NCC 2025 | Energy Efficiency Changes

As part of the upcoming NCC 2025 changes, significant updates are proposed to Section J, which governs the energy efficiency requirements for commercial buildings.

Some of the key changes include:

1. Increased focus on heat gain performance, particularly glazing and façade design

2. solar PV requirements for most new commercial buildings (subject to exemptions)

3. New provisions supporting future installation

4. Improved controls and system efficiency requirements

5. Updated performance pathways and verification methods

While insulation requirements continue to evolve, many of the proposed changes place greater emphasis on how buildings manage heat gain and energy consumption as a whole.

For project teams, this means energy efficiency considerations are likely to become increasingly important during the early design stages, particularly when making decisions around façades, glazing and building services.

NSW Building Reform 2026

The Building (Approvals and Practitioners) Bill 2026 introduced to NSW Parliament this month is a genuine milestone. For the first time in Australia, prefabricated and modular construction is formally recognised in law and integrated into the approvals framework.

That matters. MMC has been operating in a regulatory grey zone for years - this Bill starts to change that.

What the Bill resolves:

1. Legal recognition of prefabricated buildings for the first time in any Australian jurisdiction
2. MMC formally brought into the staged approvals process
3. A single consolidated approvals framework replacing a fragmented system
4. Consumer protections specific to prefab and modular buyers
5. Certifier conflict-of-interest penalties increased from $33K to $1.1M with automatic suspension on conviction

What's still to be worked out:

✅ How quality and compliance will actually be verified inside off-site manufacturing facilities

✅ Whether certifiers will have meaningful access and inspection rights across the factory-to-site chain

✅ How responsibility is allocated when something goes wrong across multiple parties (manufacturer, transporter, installer)

✅ The practical protocols and regulations that will sit underneath the legislation

✅ The legislation is the foundation. Implementation is where this will succeed or fail.

The shift toward broader assurance and accountability across the whole delivery chain is clear.

For project teams, the question isn't whether this changes things, it's whether you're ready when the detail lands.

Project Spotlight | Bellevue Hill

High-end residential projects often carry a level of complexity well beyond their scale.

This recently completed three-unit development in Bellevue Hill by AMAAN is a strong example of architectural intent, structural engineering and compliance working together to support a quality outcome.

Many of the most important challenges on projects like these are resolved long before they appear on site. That is where coordination, rigour and shared problem-solving can make a real difference to delivery.

NCC 2025: Car park fire risk is being redefined

One of the more practical shifts in NCC 2025 is how car park fire risk is being approached.

Historically, car park provisions have been based on assumptions from testing carried out decades ago.

Those assumptions no longer reflect what we’re seeing on site.

Modern vehicles are:
• larger
• heavier
• contain more plastics
• and generate significantly higher fire loads

Recent real-world fires have shown that vehicle-to-vehicle spread is far more likely than previously assumed.

NCC 2025 responds to this by increasing requirements in higher-risk scenarios, including:

1. Sprinklers now required in certain open-deck car parks where they form part of mixed-use buildings
2. More stringent requirements for enclosed car parks
3. Mandatory sprinklers for car stackers

The direction is clear:

Car parks are no longer being treated as low-risk environments.
They are being assessed based on how they actually perform today.

Last week, Ben Leedham was on site inspecting a new build in one of Sydney’s most historically layered precincts, where modern construction must work carefully within a heritage context.

Projects like these bring complexity at every turn. What is resolved in drawings must ultimately perform on site, where real conditions test every detail.
