🚨On October the 31st a new National Scheme of Delegation will be introduced relating to the process of Planning Committees. The new system will aim to reduce the number of applications being considered at Committee and will introduce a 'Gateway Test' to determine which applications are added to an Agenda.

The default position will be to defer application to Officer determination. Schedule 1 and Schedule 2 applications will filter whether the 'Gateway Test' needs to be applied. More information can be found on the link in our Bio 🔗.

🏡 Case Study: Turning a Complex Application Around

Warner Planning submitted a retrospective planning application for a garden outbuilding and boundary fencing in Surrey.

The property had a complex planning history, including a previous refusal for a 3m-high fence. The outbuilding also included a bathroom and separate access, so it was important to demonstrate that it remained ancillary to the main house rather than becoming a separate residential unit.

The key planning concerns were addressed by:
✔️ Reducing the rear fence height to around 2m
✔️ Demonstrating the outbuilding’s appropriate scale and appearance
✔️ Establishing its ancillary use
✔️ Addressing the site’s planning history and other relevant considerations

The result? Planning permission was granted retrospectively, with conditions.

This successful decision demonstrates the importance of understanding a site's planning history, responding constructively to previous concerns and carefully defining the use and relationship of ancillary buildings within residential schemes.

🏠 Thinking about creating an HMO?

How Long Does Planning Really Take? The honest answer? It depends!

While the statutory determination period is generally 8 weeks for householder and minor applications, 13 weeks for major applications and 16 weeks where an Environmental Impact Assessment is required, that’s only part of the story.

The overall planning process can take considerably longer, with time needed for:

🔹 Pre-application advice
🔹 Preparing drawings and technical reports
🔹 Application submission and validation
🔹 Consultation and determination
🔹 Amendments and negotiations with the Council
🔹 Planning Committee delays
🔹 Discharging conditions and other post-permission requirements

🧱 Building better wellbeing, one brick at a time…

World Mental Health Day is on the 10th of October and the Warner Planning team have been taking part in a 30-day LEGO challenge, creating the architecturally diverse skyline of Singapore brick by brick 🌇

And while LEGO might seem like just a bit of fun, there’s plenty more to it.

🧠 Mental wellbeing – taking time away from screens and everyday pressures to focus on something creative can provide a welcome opportunity to switch off and reset.

💡 Problem-solving – following plans, working out how pieces fit together and overcoming the inevitable construction challenges all encourage patience, concentration and creative thinking.

🤝 Team building – building together means sharing ideas, communicating, helping each other and celebrating progress as a team.

🏗️ And perhaps unsurprisingly, we love the planning element too!

From individual pieces to a complete skyline, it’s a great reminder that big things are built step by step, and often work better when we build them together.

🚨Bedford Borough Call for Sites

The preparation of the new “Bedford Borough Local Plan 2050” is now underway. The new plan will establish a long-term vision for the Borough, identifying where new homes, employment opportunities, infrastructure and green spaces will be delivered over the next 25 years.

This comes at an especially exciting time for Bedford, with the forthcoming Universal Studios theme park set to bring significant investment and new opportunities to the area. The scale of this investment has the potential to be transformational for Bedford and the wider region, reinforcing the importance of planning now for sustainable growth, supporting infrastructure and the opportunities that will follow.

As part of the first stage of the plan-making process, Bedford Borough Council is inviting submissions through its Call for Sites process and early engagement consultation, which will run until 30th October 2026.
