Is hiring barriers the same as delivering hostile vehicle mitigation?

A turnkey event solution can be incredibly valuable. Event organisers need joined-up delivery, clear communication and suppliers who make life easier.

But when it comes to HVM, specialist input matters.

HVM is not just traffic management. It is not simply placing barriers at a road closure. It is a protective security discipline that should be informed by the threat, the vulnerability of the location, the potential consequences, and the operational needs of the event.

Our approach is simple:
Plan - understand the risk and operational requirement.

Provide - specify practical, certified solutions matched to the need.

Protect - deploy professionally, proportionately and with clear accountability.

👑 Nothing less than H-Stop for the King.

Working in collaboration with North East Lincolnshire Council and utilising their purchased HVM assets, we supported the protection of King Charles III’s visit to Grimsby with the deployment of Husson International H-Stop® barriers.

As with any HVM deployment, the solution was selected following a risk-led assessment of the location, operational requirements, and anticipated pedestrian activity. H-Stop® is independently impact-tested to ISO 22343-1 standards and is also VADS certified, providing a proportionate level of certified protection while remaining highly flexible and easy to deploy.

Its manoeuvrable design enables rapid installation and removal, helping maintain access for authorised vehicles and local residents where required, while minimising disruption to the surrounding area. The result is a practical, proportionate solution that supports public safety without compromising the day-to-day operation of the local community.

At Crowdguard, we believe effective HVM is about more than barriers alone. It's about selecting the right solution for the risk, operational needs, and environment, following our Plan - Provide - Protect approach.

For our largest HVM deployment to date, planning and collaboration were key.

For Arsenal Football Club's victory parade, we were proud to work in partnership with Heart Productions and Chevron Traffic Management to help deliver a proportionate HVM operation across the route.

With planning taking place three weeks before the event, our team worked closely with Heart Productions to undertake site assessments, operational planning, site marking, installation and post-event removal, ensuring measures were delivered safely and efficiently throughout.

This video shows the scale of the deployment and the work that goes into protecting major public events.

Keep an eye out later this week for part 2 of this video and a full case study, where we'll share some of the challenges faced on the day and how the Crowdguard team responded to ensure the operation remained on track whilst prioritising public safety.

At Crowdguard, giving back to the community is part of who we are.

That’s why we’re incredibly proud to be supporting West End Live by donating £11,000 worth of Hostile Vehicle Mitigation equipment, helping to create a safe and welcoming environment for the thousands of people coming together to celebrate the very best of London’s theatre community.

This support means that essential protective security measures can be delivered at no cost to Westminster City Council, helping ensure that public funds can continue to support the arts while communities enjoy this fantastic event.

Our contribution goes beyond equipment.

As part of our Plan - Provide - Protect approach, our team will also undertake tailored risk assessments, develop proportionate HVM plans, and ensure operational teams are fully trained in the deployment and management of the measures in place.

For us, supporting events like West End LIVE is about more than security. It’s about enabling communities to come together safely, supporting cultural experiences that enrich our cities, and playing our part in helping public spaces remain open, accessible and welcoming.

A fantastic time was had by all at our annual Summer BBQ this weekend, celebrating alongside our valued partners at Ainscough Industrial Services Ltd.

Our partnership with AIS is built on much more than business. Working as one family, with deep roots in our local community, our two businesses are united by a shared commitment to supporting the people and organisations that make our area such a great place to live and work.

Together, we're proud to support local initiatives and community organisations including Standish Voice and Wigan Youth Zone, helping to make a positive difference where it matters most.

Days like this are a brilliant reminder that it's our shared values, mutual support and great people that make our partnership as strong as it is.

What’s the one message every club should take away when it comes to safety and security?

We put that question to Phil Black, Chairman of the Rugby League Ground Safety Officers Association and Ground Safety Officer at DCBL Stadium.

His answer reinforces something we strongly believe at Crowdguard. Safety should never be treated as a bolt-on. It works best when it's built into planning, operations, and decision-making from the very beginning.

That’s why we talk about Protection in Partnership.

Effective protection isn’t just about deploying barriers or implementing measures on match day. It’s about understanding risk, assessing vulnerabilities, and integrating the right products and processes into the wider operational plan. That requires specialist HVM expertise and close collaboration between clubs, venues, safety teams, local authorities and trusted partners.

When protection is planned from the outset, rather than added as an afterthought, it becomes more effective, more proportionate, and better aligned with the overall fan experience.

A big thank you to Phil for sharing his insights, alongside our Managing Director, Iain Moran.

This is just a short clip from a longer conversation, with the full interview coming soon on our YouTube channel.

Planning crowd safety measures for a public space or event?

Before you get into formal risk assessments or physical measures, it is helpful to understand your starting point.

Our new pre-consultation guidance tool is designed as a sensible first step, as a quick, AI-assisted questionnaire that helps you build an initial picture of your exposure to vehicle-related risk.

Taking around five minutes to complete, it uses a simple multiple-choice format aligned to national guidance, including NPSA and ProtectUK principles. At the end, you’ll receive a clear, traffic light-style summary, along with practical guidance on what you might need to consider next.

This is not a risk assessment, and it’s not intended to replace one. This tool is designed as a first step, giving you clarity before making any decisions.
