Garrett's 2015 analysis of the WHO's mishandled Ebola response remains painfully relevant. Global health infrastructure was found to be fragmented, underfunded, and reactive β€” with wealthy nations showing indifference until outbreaks threatened their own borders, then overreacting hysterically. The warning was clear: the world gets the pandemic preparedness it pays for.

First, indifference is a luxury no one can afford. In an interconnected world, an outbreak in a remote village becomes a global emergency the moment it reaches a major airport. Containment is exponentially cheaper than crisis response. The "not my problem" mindset is not just morally hollow β€” it is strategically reckless.

Second, Western investment in other regions' health systems is genuinely beneficial, but it cannot substitute for what can be termed "health sovereignty" β€” the commitment of every nation to fund, build, and sustain its own first line of defense. External donors should complement, not replace, domestic responsibility.

Third, health sovereignty is inseparable from governance. An uncomfortable conversation, but a necessary one: true sovereignty means prioritizing the welfare the people, mobilizing domestic resources, and refusing to let political distraction erode public health infrastructure. A government that cannot protect its citizens from preventable disease has abdicated one of its most fundamental obligations.

What makes this report particularly troubling is not only what it says β€” but what it reveals about the Democratic Party's capacity for honest self-reflection ahead of the 2026 midterms.

The fact that DNC Chairman Ken Martin initially disparaged his own party's autopsy as incomplete and inaccurate, only to release it under pressure, is itself a diagnostic failure of the first order. A party that cannot agree on what went wrong cannot agree on how to move forward.

This is not a party conducting a serious post-mortem. When the diagnosis is incomplete and dishonest, the prescription will be equally so. The problem of the problem remains the main problem.


An incomplete examination of what went wrong for the Biden and Harris campaigns in 2024 was released after it had become an embarrassment for the Democratic National Committee.
