A new issue brief from the HHS Office of the Assistant Secretary for Planning and Evaluation compares federal spending on child support in states deemed locally administered vs ones deemed state administered. It also compares the costs in what it terms "judicial-only" states vs those considered "highly administrative" or a combination of both.

How well those definitions align with reality--there's the rub. As the report acknowledges several times: "these formal designations may not fully reflect how some programs operate in practice."
